A conceptual/preliminary wetland restoration/stormwater management plan needs to be provided to the City Natural Resource, Stormwater Utility, and Planning departments for review prior to finalizing engineering plans. These planswill also need to be reviewed by neighborhood groups for their approval. 7. The City will lift the stop work order for the area of construction related to the first nine (9) building permits as noted in the development agreement, so long as construction activities do not impact wetland areas. However, the stop work order will remain in effect for the area encompassed by the drainage facilities. If additional work needs to be done in this area prior to completion of stormwater design in order to temporarily prevent property damages related to stormwater management, such work must be approved in the field by representatives of both the City's Stormwater Utility and the Natural Resources Department. Parkway Fort Collins, CO 80525 Dear Mr. McCoy rvices This is a follow-up letter to our meeting on Thursday, May 25, 1995 regarding the wetland disturbance at Windtrail P.U.D. The following is a summary of staffs position regarding remedial actions which need to be pursued: 1. In order to determine more accurately the extent of remedial activities which are appropriate, the developer needs to survey the area to clearly establish the size of the area of wetland disturbed. 2. Since we are looking at the replacement of wetlands lost through disturbance, a formula of replacement at 1.5 times the area of disturbance is requested. 3. The design concept should be naturalistic in appearance. Instead of a narrow trapazoidal channel, a broader, sheet -flow dependent design with native wetland vegetation should be the goal. 4. The design should also reflect existing groundwater conditions and utilize existing subdrains to support the creation of wetlands where possible. 5. The design and construction of detention facilities will be governed as follows: a. Detention facilities should be constructed outside of the current boundaries of existing natural wetlands. b. If an existing wetland area is to serve a detention function, the project should be designed to assure that all proposed grading (e.g. berming) will occur outside the boundary of natural wetlands. c. Proposed grading should blend with existing topography in such a manner as to lend a natural appearance to the graded area. d. All disturbed and constructed areas should be planted with native wetland vegetation, grasses, trees, and shrubs. Please have your Landscape Architect prepare an amended landscape plan.
