the',building permit application process.
7. As long as there is no increase of 350 square feet in
impervious surface area, there will be no need to submit a
Drainage Report to the City's Stormwater Utility.
8. Since the lot has two street frontages, no onsite parking will
be required.
9. if a fence is to be placed within the public right-of-way, an
encroachment permit must be applied for. Fencing style and
height may be restricted to preserve sight distance around the
'corner. Please contact Dave Stringer, Chief Construction
Inspector, 221-6605, for details on applying for an
encroachment permit.
10. The request will also be reviewed for conformance to the East
Side Neighborhood Plan.
il. Please add the following note to the site plan:
"There shall be no negative impact on the distribution of
natural and artificial light on adjacent public and private
property. There shall be no casting of shadows on adjacent
property that would preclude the functional use of solar
energy technology."
12. The Planning Department will require that you notify your
adjacent property owners, in writing, as to the expansion
plaA . These owners must respond to the Planning Department,
in writing, that there are no objections to the expansion
proposal.
13. It is suggested that a pre -submittal meeting take place to
review the submittal documents, application, fees, and review
schedule.
CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: September 27, 1993
ITEM: Duplex Expansion at 601-603 Mathews Street
APPLICANT: Mr. Ben King and Ms. Liz Hatch. 601 Mathews Street,
Fort Collins, CO. 80524.
LAND USE DATA: Request to add onto the second floor of an existing
duplex to increase the number of bedrooms per unit.
Request would add one bedroom to one unit and two
bedrooms to the other unit for a.total of three
new bedrooms.
COMMENTS:
1. The duplex is located in the N-C-M, Neighborhood Conservation
Zone District. This zone allows the expansion of the duplex
subject to review of a site plan by the

2. The:"expansion must adhere to all the requirements of the zone
district. If these requirements cannot be met, then a
variance must be obtained from the City's Zoning Board of
Appeals. Variances are usually based on .hardship but the
hardship must not be self-imposed. If there are variances
from the Zoning Code which are required but the hardship is
self-imposed, then the applicant has the option of submitting
a Planned Unit Development (P.U.D.) for review and
consideration by the Planning and Zoning Board.
3. If the electrical service to the panel remains at or less than
150 amps, then the City's Light and Power Department will not
assess additional charges. You are encouraged to discuss the
electrical needs with an electrical contractor.
4. If there are no changes to the existing water and sewer
services, then the City's Water and Wastewater Department will
not assess any additional charges.
5. The design of the new second floor must be certified by a
licensed professional engineer, registered in the State of
Colorado. The engineer's stamp must appear on the plans.
