The hydrants are shown along the new road at approximately 500ft. Should the
project team wish, this spacing can be a hydrant located 300ft from any
commercial structure and on 600ft centers thereafter.
The project team has agreed that access to the weigh station will be maintained
from the existing road or the new road.

Response: While we appreciate the opportunity to decrease our hydrant spacing, we believe that the increased hydrant

unchanged.

into the utility easements, we will require that the utility easements be dedicated
now, OR, drainage easements specifically around the storm piping could be
dedicated as an alternative. This second option would need to be vetted
through Engineering. In addition, drainage easements will need to be dedicated
for the proposed drainage swales with these plans.
Response: Easements are now being dedicated at the same time at the plans though separate documents. The utility
easements dedicated at this time will be 9' wide. Wider easements have been provided where storm pipes extend
beyond the ROW.

I understand this is interim, and the top lift will not be done, but we
may still need to provide interim striping (centerline and edge line). Also -
chevron signs at the turns may be needed per MUTCD requirements, and
should be shown on the plans.
Response: Interim striping and signage are now shown on the roadway sheets of these plans. Chevron signage has

of property that would be bound to the agreement and recorded against the
property. I'm of the thought that the legal description would the metes and
bounds description for the boundary of the upcoming plat.

01/08/2019: FOR APPROVAL:
Thank you for submitting a drainage analysis for this roadway project. Please
note that the submitted report did not address standard water quality and will
need to do so prior to approval of this project. Providing standard stormwater
quality provisions is a requirement of Fort Collins criteria as well as the MS4
permit. If water quality is being provided in the existing pond, then this needs to
be shown. If not, water quality in the form of a water quality basin or some other
allowable facility must be provided.
Response: Per discussion with City staff, water quality provided by the long, flat swales will satisfy the requirement for
this project. Future improvements will be subject to standard water quality measures and LID requirements that will be
provided at that time.

01/08/2019: FOR APPROVAL:
The proposed frontage road is going to be classified as a commercial local
roadway. With that, overtopping of the roadway is allowed during the 100-yr
storm, up to 18-inches above the road flowline. Therefore, you will need to
provide the 100-yr overtopping analysis to show that you meet the requirements.
Response: Culvert overtopping analysis is now provided. The analysis shows that the proposed culverts are able to
convey the full 100-yr flows generated in the interim condition with the understanding that Culvert 2 will only convey 5.19
cfs before flow is diverted south by swale to Culvert 3. The future development north of the roadway has also been
considered. While it is very difficult to anticipate what the actual development will look like, we have tried to develop
potential basins. Using those basins, a flow of 56.14 cfs would occur in a 100-yr event at Culvert 2, resulting in no
overtopping. Culvert 3 would experience 100-yr flows of 81.02 cfs, resulting in no overtopping. Please see our updated
drainage memo/report for additional information.

The proposed swales appear to convey up to the 10-yr event, but nothing more.
You will need to provide swales that contain the 100-yr event with either 1' of
freeboard or sized to convey 133% of the 100-yr 0.
Response: The Manning's Number was incorrect in the previous submittal. Swale analysis with the corrected
Manning's Number are now provided showing that the swales can convey at least 133% of the 100-yr 0 for the developed
future site north of the road.

The plans show that the right-of-way for the road is intended to be dedicated
with these plans, but its unclear if the roadside 15-foot utility easements are

The response indicated that dedications would occur with the forthcoming
replat. I would defer to the utility and drainage reviewers/providers on whether
this would be acceptable, but would otherwise believe easement should be
dedicated for the interim period between the construction of the improvements and the replat.
Response: All utility work for this phase of the project is now contained within easements to be dedicated by separate
documents.

With only the right-of-way being dedicated at this time, would there be an issue
of the utility crossings being installed at this time with portions of utility being
