and 286 vehicles exiting trips during the AM peak -hour and 319 vehicles entering
and 265 vehicles exiting during the PM peak -hour.
2. The directional distribution of site -generated traffic is expected to be oriented such
that 40 percent will travel west on Trilby Road, 20 percent will travel east on Trilby
Road, 30 percent will travel north on Lemay Avenue and ten percent will travel south
on Lemay Avenue.
3. Most of the intersections analyzed in this report will operate at acceptable Levels of
Service (LOS "D" or better) in the AM and PM peak -hours either with or without the
traffic from the proposed Provincetowne III development. This applies to both 2008
and 2025. The only intersection that is expected to experience a capacity Level of
Service is the intersection of Trilby Road/Brittany Drive, but this intersection is
located downstream from a signalized intersections which will provide gaps.
4. A southbound right -turn lane at the intersection of Lemay Avenue/Trilby Road and
conversion of the intersection of Lemay Avenue/Carpenter Road to a roundabout are
recommend by the Year 2025.
5. With the recommendations contained herein, the, adjacent road network can
accommodate the traffic expected to be generated by the proposed development.

Based on the condition of the current street system serving the proposed development, the
following Level of Service has been assigned for each of the five elements recommended by the
City of Fort Collins for assessing the quality of the pedestrian facilities -- directness,
continuity, street crossings, visual interest and amenity, and security:
1. Directness: Access to Pelican Marsh will be direct and will have an excellent Level of
Service (LOS "A") and access to Prairie Dog Meadow is circuitous lending itself to a
good Level of Service (LOS "C"). The latter destination can only be improved by
upgrading facilities located off site.
2. Continuity: Neither Pelican Marsh or Prairie Dog Meadow have planned trails located
y within the natural areas. However, the proposed development is adjacent to Pelican
Marsh with walkway easements leading up to the perimeter of Pelican Marsh. The
route to Prairie Dog Meadow is interrupted by parcels that lie outside of the City of
Fort Collins city limits, which will prevent the city from mandating the improvement
of pedestrian facilities. Therefore, this element will have a very good service level
(LOS "B") to Pelican Marsh and a good service level (LOS "C") to Prairie Dog Meadow.
3. Street Crossing: Most major street crossings are considered to be acceptable from a
pedestrian point of view. Therefore, Level of Service "A" is felt to be the most
appropriate designation for this element.
4. Sec i : This element is more subjective with no clear quantifiable measurements
for determining Level of Service. The City of Fort Collins has established Level of
Service "B" as the target level of service. It would appear that the streets serving the
proposed development fall within of this target LOS with a LOS "B" determination.
Overall, the assessment of the streets serving the proposed development from a pedestrian
standpoint resulted in a determination that these streets will meet the City of Fort Collins's
? target level of service.
J Overall, the proposed development exceeds the target level of service for all five elements as
:? it relates to pedestrian facilities and amenities. The City of Fort Collins needs to make a major
! investment in pedestrian facilities within the Natural Areas.
nclusions and Recommendations
Based on the analyses presented herein, the following conclusions and recommendations are
made with respect to buildout of the proposed Provincetowne III development:
1. When completed, the proposed Provincetowne III development is planned to contain
296 single-family dwelling units, 102 multi -family dwelling units, a 12,000 square
foot day care center, and two 10,000 square foot medical offices upon completion.
This development is projected to generate 5,104 additional average weekday vehicle -
trips (2,552 entering and 2,552 exiting). This total includes 184 vehicles entering

The proposed development is within 1,320 feet of a transit route(s). The City of Fort Collins
has established Level of Service "D" for the proposed Provincetowne III development. To meet
this Level of Service, at least two of the four service level standards must be met.
Hours of Weekday Service: Fox Trot, which provides service along College Avenue,
provides about 13 hours of service each weekday. This corridor is expected to be
improved to have increased frequency and lengthen service hours by the Year 2015.
For this analysis, the hours of service are expected to meet or exceed 18 hours. The
standard for this service element is 18 hours. Therefore, this service level standard
will be met by the Year 2015.
2. Weekday Frequency of Service: The Fox Trot route currently runs every 60 minutes
but is proposed to be improved to a high frequency route by the Year 2015. The
standard for this service element is 15 minutes. Based on this increased frequency,
this service level standard will be met.
3. Travel Time Factor: Based on the posted schedule, it takes the bus approximately 8
minutes to get from Horsetooth Road to Trilby Road along College Avenue. It takes
about 5 to 6 minutes to make this same trip by car. This is based on a distance of
three miles and an average speed of 35 mph. This means the travel time factor is
about 0.6. Based on this calculation, this service level standard is met.
4. Peak Load Factor: The service level standard is 1.2 which is the total number of
3 transit riders divided by the number of seats. It is expected that with the proposed
1 increase in frequency the peak load factor will meet or exceed the standard of 1.2.
Based on this calculation, this service level will be met.
Four of the four service standards will be met by the Year 2015, meaning that the public
transit Level of Service is estimated to be LOS "A." This is above the standard established by
j the City of Fort Collins for the proposed Provincetowne III development.
jj Pedestrian Bicycle
Trilby Road, Brittany Drive, and Providence Road have striped bike lanes on both sides.
Potential visitors and residents of the proposed development will have a number of bike routes
to use to access the rest of Fort Collins.
There are sidewalks on the south side of Trilby Road, Lemay Avenue, Brittany Drive and
Autumn Ridge Drive in the vicinity of the proposed development.
A Access to the two major parks (Pelican Marsh Natural Area and Prairie Dog Meadow Natural
Area) near the proposed development would be directly adjacent to the site in the case of
Pelican Marsh and through the adjacent property north and west of the site in the case of
Prairie Dog Meadow. For bicyclists, this access appears to be adequate due to the striping of
a bike lane. However, pedestrians will find it very difficult to access Prairie Dog Meadow due
to the non -direct route to reach the park through the existing sidewalk network.

• Trilby Road\Brittany Drive: All traffic movements at this unsignalized intersection
are expected to operate at a good Level of Service (LOS "C" or better) during both AM
and PM peak -hours through the Year 2008 both with and without the addition of
site -generated traffic. By the Year 2025, delays will decrease from a good Level of
Service (LOS "C" or better) without the addition of site -generated traffic to a poor
Level of Service (LOS "F" or better) during the AM and PM peak -hours with the
addition of site -generated traffic. This intersection is expected to have a slightly
better Level of Service than indicated by the HCM method due to the proximity of a
signalized intersection (Lemay Avenue/Trilby Road) providing gaps in traffic.
• Trilby Road/Autumn Ridge Drive: All traffic movements at this unsignalized inter-
section are expected to operate at an acceptable Level of Service (LOS "D" or better)
during both AM and PM peak -hours either with or without the traffic from the
proposed development.
Averaae Daiiv_Traffic
The traffic impacts of the proposed Provincetowne III development can also be expressed in
terms of average daily traffic (ADT) volumes, in which site -generated traffic is shown as an
increment of total traffic. These comparisons are shown in Figure 10. Traffic volumes for site -
generated traffic and total traffic are also compared with anticipated roadway capacity
estimates.
As shown in Figure 10, by the Year 2025 site -generated traffic will represent less than ten
percent of the total traffic on Lemay Avenue and Trilby Road.
Modal Analysis
The City of Fort Collins requires an analysis of alternative transportation models as a part of
the traffic impact study. What follows is an analysis of the mass transit and pedestrian/
bicycle facilities in and around the proposed development. Worksheets used to evaluate the
modal Level of Service are included in this report
J Mass Transit
The proposed development is already served by one transit route, the Fox Trot. This route
already has an existing bus stop at the intersection of College Avenue/Trilby Road, which is
within a quarter mile of the proposed site.
The City of Fort Collins has established a method for determining the public transit Level of
Service. The range in Level of Service is from "A" (all four service standards are met) to "F"
(where none of the service standards are met). The four service standards are: hours of week-
day service, weekday frequency of service, travel time factor, and peak load factor. Two Level
of Service rates have been established, one where the area is within 1,320 feet of a transit
route(s) and the other where the area is within 2,640 feet of a transit route(s).

Estimated Traffic Impacts
Based upon the peak -hour traffic volumes shown in Figures 3, 4, 7, and 8, unsignalized and
signalized intersection capacity analyses have been performed, using procedures set forth in
the 2000 Highway Capacity Manual. The concept of Level of Service (LOS) is used as a basis
for computing combinations of roadway operating conditions. By definition, six different Levels
of Service are used (A, B, C, D, E, and F) with "A" being a free -flow condition and "E"
representing the "capacity" of a given intersection or traffic movement. Analyses have been
performed for both the AM and PM peak -hours for the background (existing and future year)
traffic conditions and the background traffic plus traffic generated by the proposed develop-
ment. The existing lane geometry and traffic control depicted in Figure 2 were used for the
Year 2008 analysis. Lane geometry and traffic control shown in Figure 9 were used for the
Year 2025 analysis. The results of these capacity analyses (Synchro and Rodel printouts) are
attached to this report and are summarized in Table 2.
• Lemay Avenue/Trilby Road: This signalized intersection is expected to operate at a
good Level of Service (LOS "C") with all traffic movements operating at an acceptable
Level of Service (LOS "D" or better) during both AM and PM peak -hours through the
Year 2025. When the traffic from the proposed development is added to the existing
traffic volumes, there is no change in the operation of this intersection.
The Year 2025 analysis is based on the existing geometry with the exception of the
addition of a southbound right -turn lane.
Lemay Avenue\Providence Road -Nassau Wav: All traffic movements at this
unsignalized intersection are expected to operate at a good Level of Service (LOS "C"
or better) during both AM and PM peak -hours either with or without the traffic from
the proposed development.
Lemay Avenue/Annabelle Lane: All traffic movements at this unsignalized inter-
section are expected to operate at a good Level of Service (LOS "C" or better) during
both AM and PM peak -hours either with or without the traffic from the proposed
development.
• Lemay Avenue /Carpenter Road: Two or more approaches at this unsignalized inter-
section are expected to operate at a poor Level of Service (LOS "F") during both AM
and PM peak -hours either with or without the traffic from the proposed development
through the Year 2025.
The City of Fort Collins plans on placing a roundabout at this intersection in the
short term. As a one -lane roundabout, it is expected to operate at a very good Level
of Service (LOS "B" or better) during the AM and PM peak -hours through the Year
2008 and an acceptable Level of Service (LOS "D" or better) through the Year 2025.
As a two-lane roundabout, it is expected to operate at an excellent Level of Service
(LOS "A") through the Year 2025.

The proposed development is within a quarter -mile of each of the natural areas. Pelican Marsh
can be accessed directly from the proposed development because it forms the southern
boundary of the site. Prairie Dog Meadow can most easily be accessed by going west along
Trilby Road to Kyle Avenue, then north on Kyle Avenue.
The streets in and around the proposed Provincetowne III development have striped bike lanes
on both sides of the major roadways. Roadways that presently have bike lanes which will
serve the proposed development are Trilby Road, Brittany Drive, Providence Road, and Autumn
Ridge Drive. Future plans call for on -street bike lanes on College Avenue and Lemay Avenue.
Adequate pedestrian facilities, mainly sidewalks in the surrounding area, have already been
constructed and the site plan shows that walkways will tie in to the existing sidewalk network.
Estimated Traffic Generation
The proposed Provincetowne III development is planned to contain 296 single-family dwelling
units, 102 multi -family dwelling units, a 12,000 square foot day care center, and two 10,000
square foot medical offices upon completion. Using traffic generation rates found in Trip
Generation, 7°i Edition, published by the Institute ofTransportation Engineers in 2003, Table 1
has been compiled. As indicated in Table 1, the proposed Provincetowne III development is
projected to generate 5,104 additional average weekday vehicle -trips (2,552 entering and 2,552
exiting). This total includes 184 vehicles entering and 286 vehicles exiting trips during the AM
peak -hour and 319 vehicles entering and 265 vehicles exiting during the PM peak -hour.
IEstimated Traffic Distribution and Assignment
A key element in the determination of the proposed project's traffic impacts is the directional
distribution of its traffic onto the surrounding roadway system. The relative location of the
site, the type of land use, and specific characteristics of the roadway and access system will
dictate what this distribution will be. Figure 5 illustrates the distribution expected to be
applicable to the proposed development. It is expected that 40 percent will travel west on
Trilby Road, 20 percent will travel east on Trilby Road, 30 percent will travel north on Lemay
Avenue, and ten percent will travel south on Lemay Avenue. Application of the percentage
distribution projections shown in Figure 5 to the traffic generation estimates contained in
Table 1 yields the traffic assignment of site generated traffic shown in Figure 6.
Total Traffic
Total peak -hour traffic volumes at the intersections of Lemay Avenue/Trilby Road, Lemay
4J Avenue/Providence Road, Lemay Avenue/Carpenter Road, Trilby Road/Brittany Drive, and
Trilby Road/Autumn Ridge Drive are shown in Figures 7 and 8 for the Years 2008 and 2025,
respectively. These volumes were derived by adding site -generated traffic to the background
r� traffic. Figure 7 shows the assignment of site -generated traffic from Figure 6 added to the Year
1 2008 background traffic from Figure 3. Figure 8 shows the assignment of site -generated traffic
from Figure 6 added to the Year 2025 background traffic from Figure 4.

of Fort Collins, these volumes accommodate the existing traffic, minor regional growth (i.e.
developments without significant impacts), and already approved developments.
This growth rate was assumed because the surrounding area is mostly developed. A
comparison was made between the Lemay Avenue/Vine Street intersection and Lemay
Avenue/Buckingham Streetand Vine Street/ Lemay Avenue to make sure the peak -hour traffic
volumes seem reasonable.
Year 2008 and Year 2025 background traffic volumes are shown in Figures 3 and 4,
respectively. Note that the traffic volumes entering and exiting the east leg of the Lemay
Avenue/Trilby Road intersection volumes were manually adjusted to account for the closure
that occurred during the count.
Existina Mass Transit and Pedestrian/Bicycle System
Besides the existing roadway system serving the proposed development, the City of Fort Collins
has made a major commitment to alternative modes of transportation, specifically pedestrian/
bicycle and mass transit. An inventory was made of these alternative modes.
Mass Transit
The City of Fort Collins' mass transit system, Transfort, has a total of 12 bus routes plus three
specialized services operating in the Fort Collins area. One route will provide service within
one -quarter mile to the proposed Provincetowne III development. This route is the Fox Trot.
A short description of this bus route follows:
• Fox Trot provides 60-minute regional service from the South Transit Center, which
is located between College Avenue and JFK Parkway just north of Horsetooth Road,
to 29`h Street and Buchanan in Loveland. This route serves the College Avenue -
US 287 corridor. Service is provided between 6:15 am and 7:03 pm. At its closest
point, this route operates along College Avenue with stops provided at the northeast
and southwest corners of College Avenue/Trilby Road. This corridor is slated to have
high frequency bus service by the Year 2015.
It is important to note that all Transfort buses are equipped with bike racks to allow bicyclists
to bring their bikes with them. Each bus route is served by a wheelchair accessible bus.
Special transportation to and from other locations is available for ADA eligible riders via the
Dial -A -Ride service.
trian / Bicycle
Pedestrian/bicycle amenities can be grouped into two types - paths/trails and facilities. In
the case of the proposed development, there are two existing recreation areas that could be
used by residents of the proposed Provincetowne III development- Pelican Marsh Natural Area
and Prairie Dog Meadow Natural Area. Neither of these areas have proposed off-street trails
planned.

• Trilby Road is a two-lane, east/west arterial roadway. This roadway begins at Taft
Hill Road on the west and continues easterly to Timberline Road. This roadway has
a posted speed limit of 35 mph near Lemay Avenue. The City of Fort Collins Master
Street Plan indicates this roadway will be widened to four lanes near Lemay Avenue.
Just west of this roadway, the Burlington Northern Santa Fe railroad has railroad
tracks crossing east of Lemay Avenue
Carpenter Road (CR 321 is a two-lane arterial roadway that begins on the west at
College Avenue and terminates at I-25. It has a posted speed limit of 40 mph and
on -street bike lanes east of Lemay Avenue. The roadway is controlled by a four-way
Stop at Lemay Avenue. The City of Fort Collins' Master Street Plan indicates that this
roadway is to be widened to six lanes in its full length
Brittany Drive is a two-lane collector roadway that currently travels in a north -south
direction between Trilby Road and Providence Road approximately 1,000 feet west
of Lemay Avenue. It has a posted speed limit of 25 mph and on -street bike lanes for
its entire length.
Autumn Ridge Drive is a two-lane collector roadway that currently travels in a north -
south direction between Trilby Road and the Provincetowne III site. It has a posted
speed limit of 25 mph.
Figure 2 shows peak -hour turning movement volumes at the intersections of Lemay Avenue/
Trilby Road, Lemay Avenue/Providence Road, Lemay Avenue/Carpenter Road, Trilby Road/
Brittany Drive, and Trilby Road/Autumn Ridge Drive. These volumes are based on traffic
counts conducted by Counter Measures, Inc. in October, 2005. Daily traffic counts were also
collected along Trilby Road west of Portner Road and Lemay Avenue north of Carpenter Road.
These daily traffic volumes are also depicted in Figure 2. Trilby Road currently carries
approximately 7,560 vehicles per average weekday and Lemay Avenue currently carries
approximately 8,120 vehicles per average weekday. A summary of the raw count data is
attached to this report. Existing traffic controls, lane geometry, and posted speed limits for
the above -mentioned intersections and roadways are also shown in Figure 2. It should be
noted that the east leg of the Lemay Avenue/Trilby Road intersection was closed when the
turning movement volumes were collected.
Background Traffic
Two analysis years were considered in the preparation of this report: a short-term and a long-
term planning horizon. The short-term planning horizon was considered to be the Year 2008
and the long-term the Year 2025.
Year 2008 and Year 2025 background traffic volumes at the intersections of Lemay Avenue/
Trilby Road, Lemay Avenue/Providence Road, Lemay Avenue/Carpenter Road, Trilby Road/
Brittany Drive, and Trilby Road/Autumn Ridge Drive are based on the traffic counts with a two
percent peryear annual growth rate applied. According to the information provided by the City

ment. The proposed development is located south of Trilby Road, west of Lemay Avenue, and

Figure 1, enclosed, illustrates the location of the proposed development within the
surrounding major roadway system in the City of Fort Collins. As indicated in Figure 1, the
site is generally bounded by Trilby Road to the north, Lemay Avenue to the east, and Robert
Benson Lake to the south.
The most important roadways in the vicinity of the proposed Provincetowne III development
are Lemay Avenue, Trilby Road, Carpenter Road.
• Lemay Avenue, which parallels South College Avenue, is a two-lane roadway near
Providence Road and four lanes at the intersection of Trilby Road, providing north/
south continuity on the eastern edge of the City of Fort Collins. It is functionally
classified as an arterial. It has a posted speed limit of 40 mph near Trilby Road. The
City of Fort Collins' Master Street Plan indicates that this roadway is to be widened to
four lanes in its full length. The roadway is also proposed to have on -street bike
lanes added to the roadway. The intersection with Trilby Road is controlled by a
traffic signal.
