After preliminary review of the application, staff has determined that more information is necessary to complete a thorough and accurate review. The City's Stormwater Utility Department cannot evaluate the request until a floodplain analysis (HEC-2) is submitted that shows that the new lot delineation is outside the floodplain. The Stormwater Department is also requesting a detailed site plan, landscaping plan and grading plan. The site plan and landscaping plan are needed so that stormwater fees can be calculated. It was the understanding of the Stormwater Department that these documents would be submitted with the application. The Current Planning department also needs these detailed site plans with the proposed subdivision lines over -laid on top. The overlay is necessary to make sure that the proposed subdivision does not create non -conformities. Review of the application will be placed on hold until the needed items are received. Box 580 Fort Collins, Colorado 80522 Re: Waterglen PUD Replat Dear Cameron: ft) J•R ENGINEERING A Subsidiary of Weslrian We have received your letter of February 26, 2001, relating to our recent submittal of the above referenced project. We are in agreement with your findings. It was not until after the actual submittal of the replat documents that we were informed of the overall requirements of the project. _ At the time of the submittal, I was new to the project -- the Project Manager that had been working on this project had left JR and had not provided adequate detailed information on this project prior to his departure — and I was asked to step in to complete the replat. Based on meetings with the developer, it was my understanding that a Minor Amendment had been approved for this project. It was also my understanding that several meetings had taken place between the Developer and Stormwater and, in order to remove the constraint that the City issue a "Flood Plain Use Permit" every time a building permit was requested within the multi -family and commercial areas, the drainage easement containing the flood plan was be placed in a separate tract. Thus the submittal of the replat document. Prior to the submittal, I had placed two calls to Basil Hamdan at Stormwater prior to the submittal to seek input on the requirements as I was knew that Stormwater would most likely need additional information. Unfortunately, I had not heard back from Basil. Even so, based on the incomplete information we had, the submittal was made at the insistence of the developer to "get the process started". (I actually ran into Basil while I was at the City making the submittal. It was at that time that I learned that there were more requirements.) Since that time, we have had a meeting with Basil to clarify the required information.
