18. The Planning Department files for Hill Pond East Preliminary
P.U.D. are available for your inspection.
19. A neighborhood information meeting will be required prior to
the submittal of the project through the P.U.D. process.
Please contact the Planning Department if you would like to
proceed to the neighborhood meeting stage so the notification
area and mailing list can be prepared.
10. The Engineering Department requires that the "eyebrow" serving
Lots 13 - 18 be deleted in favor of a standard cul-de-sac.
Also, Lots 68 and 69 should take driveway access from the
local street on the north. Otherwise, the street stubbed to
the south will have to be fully constructed and provided with
a fire department/emergency equipment turnaround. Such a
turnaround must be of all weather surface and placed on an
easement or public right-of-way.
11. The Street Oversizing Fee is $584 per unit, payable at the
time of building permit issuance.
12. It has been planned that Shire Court/Shields Street
intersection will be abandoned upon development of a local
street on the C.S.U.R.F. property. It may be a requirement of
this development that an escrow be established to ensure the
removal of the Shire/Shields intersection in the future.
13. The Traffic Impact Analysis that was conducted last year for
Hill Pond East Preliminary P.U.D., remains valid and can be
amended to address the proposed changes in unit type and unit
number. The intersection of Hill Pond Drive and Shields must
be addressed. .Presently, there are sight distance problems at
this intersection that would made worse with addition of 98
units.
14. The project should provide future local street access to the
east property line. It is planned that a bike path, and then
Centre Avenue, will connect the Centre for Advanced Technology
with Prospect Road. This development will be required to
provide a local street access to the east as an alternative
sole access out to Shields Street. For further information

15. The contact person at C.S.U.R.F. is Kathleen Byington, 482-
2916.
16. The developer should consider providing a bike path connection
to the Spring Creek Trail from the interior of the site. A
logical, connection would be between Lots 3 and 4 or 4 and 5
due to..,- the intersection with a north -south street. A
connection on the east is also suggested. If you have any
questions about trail access, please contact Leslie Bryson,
221-6640. '
17. The relationship to the trail on the north must be considered
due to the trail being located on the southern most edge of
its easement. Treatments include setbacks, landscaping,
fencing design restrictions, or any combination that promotes
a quality experience for both future residents and trail
users.
5. The site is located in the Spring Creek Drainage Basin. The
Storm Drainage Fee in this basin is $1,804 per acre, subject
to the amount of stormwater detention and runoff coefficient.
Please be aware that there is an existing offsite storm
channel upstream of the site. The flows from this channel
will have to be accommodated by your proposed street system.
It may be possible that, with proximity to Spring Creek, the
site will not be required to provide onsite detention, unless
the developed storm flows exceed the carrying capacity of the
street system.
6. Presently, the site has a dual floodplain designation status.
According to F.E.M.A., the site continues to lie within the
mapped 100-year floodplain for Spring Creek. The City of Fort
Collins, however, does not consider the site to be within the
Spring Creek floodplain due to the amount of upstream drainage
improvements. Due to the federal designation, the units
within the F.E.M.A. floodplain would have to be properly
elevated and the owners would be required to purchase flood
insurance. The City of Fort Collins has 'initiated a process
to amend the F.E.M.A. maps and the amendment could be approved
as early as July of 1993. For further information on this

7. The Natural Resources has identified portions of the site to
have wetland and floodplain values. Please contact Tom
Shoemaker, 221-6600, Director of the City's Natural Resources
Department,• for. further discussion about possible acquisition
of portions of the site.
8. While discussions are ongoing regarding possible acquisition,
please be aware that the Natural Resources would require -that
the wetland areas be mapped. It may be that the smaller (less
than one acre) and more isolated wetland areas are
interconnected hydrologically resulting in one system. The
developer should contact Rob Wilkinson, 221-6600, regarding
mitigation techniques that preserve the wetland values of the
site, and yet still allow development to occur.
9. Please be aware that if the units are to be constructed with
basements, then the high groundwater must be addressed. The
various- affected City utilities have been working with
developer's consultants regarding the design parameters of a
residential subdrain system. At this time, the design
parameters are implemented on a case by case basis. It is the
city's intention to formalize these subdrain design criteria
with an ordinance that would be adopted by City Council in the
near future. As a potential developer in a high groundwater
area, you must provide a hydrological study as part of the
standard Utility Plan submittal. Please contact Mike Herzig,

for a potential subdrain system.

ITEM: East of Hill Pond and Sundering Townhomes
APPLICANT: John McCoy, The Prudential/McElroy McCoy Realtors,

100, Fort Collins, CO 80525
LAND USE DATA:
Request to subdivide 35 acres located south of Spring Creek and
east of Hill Pond and Sundering Townhomes into 71 single family
lots and 27 townhomes for a total of 98 units.
COMMENTS:
1. The Light and Power Department: has .primary. power available on
the west side of the property at Sundering Townhomes. Power
would be extended east from this source. Normal residential
development charges would apply. Be sure to coordinate with
Light and Power if the project is to develop in stages.

2. There are both water and sewer mains existing on the west side
of the site available to be extended to the east. There may
be an issue with the sewer line in that it may be at capacity.
If this is the case, then an existing sewer line on the east
could be tapped to serve the project. For further
information, please contact Mark Taylor, 221-6681.
3. The-4 to will require two points of access. Both Hill Pond
and -•.,Shire Court must provide access to the site to satisfy the
requirements of the Fire Code. If the project is to be
phased•,, be sure that there will always be these two points of
access. Normal requirements include proper spacing of the
fire hydrants and providing minimum water -pressure for fire
fighting capability.
4. Each unit will be assessed the Parkland Development Fee. At
this time, the fee is $625 per unit, payable at the time of
building permit issuance.
