This hearing concerns the proposed projects commonly Known as Windtrail on Spring Creek PUD - Overall Development Plan, #66-93A and Windtrai1 Townhomes PUD - Preliminary, #66-93. Our neighborhood, which is adjacent to this planned development, has been assured by several city staff members that the city is negotiating the purchase of 15 to 16 acres. of this area for open space aquisition. In light of the above P&Z hearing, our neighborhood finds itself confused and concerned. There seem to be multiple proposals going on, and not any corresponding neighborhood informational meetings. We request that the members of the P&Z board establish the present status of the proposed natural area aquisition on Spring Creek in the course of this upcoming hearing. Upon completion of this latter connection, the Shields Street/Shire Court intersection would be closed. The traffic impacts associated with Windtrail on Spring Creek have been reviewed by the Transportation Department. The future street network has been coordinated with the surrounding property owners and will provide improved internal circulation and access to perimeter streets. RECOMMENDATION: Staff finds that the request for Windtrail on Spring Creek O.D.P. is in conformance with the Land Use Policies Plan, an element of the City's Comprehensive Plan. Staff, therefore,, recommends approval of Windtrail on Spring Creek Overall- Development Plan, #66-93A. Windtrail on Spring Creek PUD - Overall Development Plan November 15, 1993'P & Z Meeting Page 3 1122: Preferential consideration shall be given to urban development proposals which are contiguous to existing development within the city limits or consistent with the phasing plan for the City's urban growth area. 1175: Residential areas should provide for a mix of housing densities." i 1179b: Low density residential uses should locate in areas which have easy access to major employment';centers." 1179d: Low density residential uses should locate in areas within walking distance to an existing or planned neighborhood park and within easy access to a community park." 4. Neighborhood Compatibility: A neighborhood information meeting was held on September 21 1993. The primary concern, with regard to the overall area, is the status of Tract A and potential for acquisition by the City's Department of Natural Resources. The owner/developer and the City of Fort Collins Department of Natural Resources have been actively negotiating on the public acquisition of approximately 16 acres of land south of'Spring Creek and north of the 6.2 acres associated with the Preliminary P.U.D. Since these negotiations are still ongoing, the land use designation on this parcel is "Low. Density Residential" with an alternative use designated as "Resource Protection Area." Staff finds that the proposed primary and alternative uses as indicated on the Overall Development Plan are of a: density and character that reflect the current surrounding uses. Staff, therefore, finds that the O.D.P. is compatible with the existing neighborhood. 5. Transportation: There are two local streets that provide access from Shields Street. Both Hill Pond Road and Shire Court are available to serve the site. Future connections are planned to the east and south. To the east, Centre Avenue (planned collector) would provide access to Prospect Road or Drake Road. To the south, access is planned into Tract J of the Centre for Advanced Technology for an ultimate connection to VA Windtrail on Spring Creek PUD - Overall Development Plan November 15, 1993 P & Z Meeting Page 2 COMMENTS 1. Background• The surrounding zoning and land uses are as follows:' N: R-P; Single Family (Hill Pond on Spring Creek 2nd Filing) S: R-P; Vacant (Tract J Centre for Advanced Technology O.D.P.) E: I-P; Vacant (Tracts E & H, C.A.T. O.D.P.) W: R-P; Multi -family and Single Family Residential This 35 acre tract was part of the original 94 acre 'Hill Pond on Spring Creek Master Plan approved by the City Council in 1980. After approvals for Hill Pond, Sundering, and Wilderland Townhomes,. this 35 acre tract is all that remains of the Master Plan south of Spring Creek. In August of 1992, a Preliminary P.U.D., known as Hill Pond East, was approved for 112 single family homes. This P.U.D., if not superseded, would expire in August of J995. 2. Proposed Land Uses: Parcel Area Land Use A 12.4 ac Low Density Residential A 12.4 ac Alternative Use: Resource Protection B 6.2 ac Medium Density Residential C 9.5 ac Low Density Residential D 3.3 ac Spring Creek Existing Open Space In addition to these designated areas, there are three existing wetland areas that are designated as "Open Space - Resource Protection Areas". 3. Land Use Policies: The proposed Overall Development Plan is supported by the following land use policies as outlined in the Land Use Policies Plan, an element of the City's Comprehensive Plan: 113d: The City shall promote the location of residential development which is close to employment, recreation, and shopping facilities." 1112: Urban density residential development usually at three or more units to the acre should be encouragedlin the urban growth area." Parkway, Building One Fort Collins, CO 80525 PROJECT DESCRIPTION: Plan, This is a request for an Overall Development Plan for a mix of residential uses, including a resource protection area as an alternative use, on 34.45 acres. The site is located south of Spring Creek and east of Shields Street, adjacent :to Sundering Townhomes. The zoning is R-P, Planned Residential. RECOMMENDATION: Approval EXECUTIVE SUMMARY: Windtrail on Spring, Creek O.D.P. represents a portion of the original Hill Pond on Spring Creek Master Plan, approved in 1980. There are two proposed uses, medium density residential and low density residential. One area is designated as "Resource Protection Area" as an alternative use subject to the outcome of pending negotiations for public acquisition as a natural area. The O.D.P. conforms to the Land Use Policies Plan. The future transportation network has been coordinated with the adjacent property owner, C.S.U.R.F., and found acceptable.
