Circulation will consist of two cul-de-sacs off of Hill Pond Road. Parcel C, also under negotiations, is designated as single family. It will be served by collectors linking it to both the future signalized intersection on Shields and to Centre Avenue. Parcel D is the existing Spring Creek Open Space. Land Use Policies Land -use policies achieved by the proposed development include: - Policy 12-- density of at least 3 units per acre. - Policy 22-- contiguous to existing development. - Policy 43-- preserves environmentally scarce wetland habitat. - Policy 46-- energy conservation through solar orientation. - Policy 80-- development has access to neighborhood center (Spring Creek Shopping Center); is close to com- munity park (Rolland Moore); water and sewer service are existing; easy access to employment (Centre for Advanced Technology ); development is on the Transfort route; alternative transporta- tion is available by the Spring Creek Bike Trail. C �W Ka F rce Y October 27, 1993 Planning and Zoning Board Members Planning Department City of Fort Collins RE: Wind Trail On Spring Creek PUD, Overall Development Plan Planning Objectives Dear Board Members: Wind Trail on Spring Creek is a 34 acre planned residential develop- ment of 102 units, providing a density of 3.3 units per acre. It is an infill project bordered by CSU Research Foundation, Sundering Townh- omes, and Hill Pond on Spring Creek 1st & 2nd filings. The develop- ment is within walking distance of a neighborhood shopping center and Rolland Moore Park. Access & Circulation Access and circulation consist of an extension of Hill Pond Road to meet the proposed Science Drive depicted in the Center Master Plan. Science Drive is the connection to the future Centre Avenue. The development will also provide a north -south connection to the proposed "Rolland Moore Drive", which will be the signal controlled intersection on Shields Street at Rolland Moore Park. At the time that this intersec- tion is installed, the existing Shire Court/ Shields Street intersection will be abandoned, providing an improved access to Shields Street. The adjacent Gilgalad Way has the option of being upgraded to City standards if Parcel A develops. If the City ultimately acquires this parcel for open space, this upgrade would not be necessary. Pedestrian access to the Spring Creek Trail will be provided through the open space within the project. Land Use The lots in Wind Trail On Spring Creek will be a combination of zero lot line of approximately 3650 S.F., and single family detached lots. Parcel A is approximately 12 acres adjacent to the existing Spring Creek Open Space. Negotiatons under way would result in acquisition of this parcel by the City, to be added to the open space system. The circulation plan will accomodate this parcel whether it develops or not.
