We have physically changed the overlot grading plan as shown on Sheet 13 of 58 of the Stewart & Associates plans in order to elevate the residential building lots adjacent to the cul-de-sac at the southern end of Glenloch Drive. We have also defined minimum first floor elevations for structures located in the Waterglen Village Center so that the first floor is a minimum of one foot above the 100-year water surface elevation for freeboard requirements. Also, the previously mentioned overlot grading plan by Stewart & Associates does not incorporate the required swale for Box Elder Creek overflows which runs parallel with I-25 north of Detention Pond at the extreme southeast comer of the development. Colorado 80301-5421 Phone (303) 440-3439 FAX (303) 440.7838 REF: 9333D-H - WATERGLEN PUD - FINAL SUBMITTAL DRAINAGE/FLOODPLAIN/EROSION CONTROL PLANS AND REPORT Dear Glen: Enclosed please find three (3) copies of our final submittal "Final Drainage/Erosion Control Plans - Waterglen PUD, Fort Collins, CO" and "Final Drainage/Erosion Control Report for Waterglen PUD, Fort Collins, CO". We are also returning to you, your marked up copy of the "Preliminary Drainage Report" submittal document, per your request. We realize that your staff prepared comments on the preliminary submittal and that it was your expectation that we would be responding to your issues in this transmittal. However, due to significant design changes made by others, our previously submitted preliminary drainage plan is no longer valid. Please note that the drainage basin configurations and overall storm runoff routing is substantially changed from our previous preliminary submittal. This is as a result of the overlot grading plan being prepared by others and appears to have little in common with the earlier determined street and pond elevations. You will also note that site swales are not accurately defined on the overlot grading plan which was used as the base for our analysis. Required cross section are indicated in our drawings package on Sheet 9 of 14, "Swale Cross Sections". The new overlot grading lowers the entire site approximately four to six feet which does not accommodate the previous storm sewer installation and outfall construction layout. Our entire drainage analysis and storm sewer design is based upon the overlot grading presented on Sheets 12 and 13 of 58 of the "Waterglen Utility Plans" prepared by Stewart & Associates dated July, 1994. Upon review of the beforementiond "Waterglen Utility Plans" it has become apparent that the street design grading and overlot grading plans appear to have inconsistencies. The PUD landscape plan indicates extensive landscaping at drainage basin outfall locations. We have spoken with the project planner regarding this issue. Gardens shown on the landscape plan within Drainage Basin A will need to be removed or relocated which we have also discussed with the project planner. The location of berms need to be evaluated as some appear to be located in areas where stormwater detention ponds are required. We recommend that coordinative efforts be undertaken to insure that all elements of the project can be constructed in accordance with City Standards and Specifications.
