C. Street trees along Vine Drive should be at 40' spacing.,
on -center, and be from the approved City street tree
species list. The treatment along Vine Drive should be
similar to that being proposed along Waterglen Drive.
d. Planting details for irrigated and non -irrigated trees
should be added to the Landscape Plan.
e. How will water and sanitary sewer be provided to the park
site?
f. Is the irrigation pond for the park site included in the
joint irrigation/detention pond(s) as shown on the Site
& Landscape Plan?
g. How is storm drainage to be handled across the park site?

9. The Larimer and Weld Irrigation Company has numerous concerns
about potential impacts of this development on their ditch. A
copy of the letter from Tim Dow, dated November 11, 1993, is
attached to this letter. Please indicate how these concerns
have been addressed and mitigated.
10. The final utility plans show three master water meters,
indicating that there will be an independent water
distribution system within the development. Apparently ELCO
will not maintain the service lines to "mobile".homes and,
therefore, this development will have to form its own water
district or provide a private distribution system. The City
will not maintain these private services and private systems
are not allowed to occur within public street rights -of -way.
A meeting between Bill Reynolds and ELCO to discuss this issue
should take place soon.
This completes the review comments at this time. Additional
comments may be forthcoming as the various departments and
reviewing agencies continue to review this request. Please be aware
of the followina dates and deadlines to assure your ability to stay
on schedule for the September 26, 1994 Planning and Zoning Board
hearing: '
Planrevisions are due no_later than the end of the working day,
September 7,1994. Please contact me for the number of folded
revisions required for each document.
PMT's, renderings, And 8 folded copies of final revisions (for the
Planning and Zoning Board packets) are due by 3:00 p.m. on
September 19, 1994.

f. Is Vine Drive an existing 50' right-of-way or is it
existing.301 of right-of-way with 20' being dedicated?
Please clarify.
5. The Light 6 Power Department has stated that street tree
locations along Waterglen Drive need to be flexible to provide
minimum clearances to streetlights. Also, open space tracts
need to be identified as a utility easement pX a minimum 8'
easement is required adjacent to streets along the tracts.
6. The Stormwater Utility is stating that this submittal will not
be reviewed by the Utility since it does not meet the
condition of preliminary approval. The condition as stated in
their comments dated 4/20/94 was that approval of the major
drainage work that is to be done in the State right-of-way
along Interstate 25 must be obtained from the Colorado
Department of Transportation (C.D.O.T.) PRIOR to final
submittal. The exact wording of the condition is that the
preliminary drainage report be approved by the City Stormwater
Utility prior to submission of final drainage reports and
plans for any oprtion of the development. The City reserves
the right to make changes to the layout of the site plan that
are ascertained to be warranted due to storm drainage impacts
on the development. Approval by the Stormwater Utility is
dependent on C.D.O.T. review and approval and, to our
knowledge, that has not yet been accomplished.
7. Karen Manci of the Natural Resources Division has forwarded
numerous comments. A copy of these comments is attached to
this letter, along with a copy of a letter from Mark Leslie of
the Colorado Division of Wildlife dated July 22, 1994. Also,
attached is a copy of a memorandum to you from Karen, dated
June 16, 1994, indicating that the revised plans have
attempted to mitigate impacts to the Cooper Slough and that
they feel that it is possible to proceed with submittal of
final plans.
S. The following comments have been received from the Parks i
Recreation Department:
a. The attached species list should be used for the proposed
plants in the Cooper Slough Natural Area. Please refer to
the Habitat Zone column (geographical and ecological
zones) in the plant lists. Proposed plantings for the
natural areas should be shown on the Landscape Plan and
the plan ,,should clearly define who will be responsible
for the installation and maintenance of the areas.
b. Please schedule a meeting with Tim Buchanan, the City
Forester,'to evaluate the existing trees on the site.

Dear Eldon,
Staff has reviewed your documents for the Waterglen P.U.D. - Final
that were submitted to the City on July 18, 1994, and would like to
offer the following comments:
1. A copy of the comments received fron U.S. West is attached to
this letter.
2. The mini -storage units as shown on Sheet 1 of the Site &
Landscape Plan need to be dimensioned or building envelopes
must be defined. Setback information for these units, either
dimensions to buildings or envelopes, must be provided.
3. A copy of the comments received from Sharon Getz of the
Building Inspection Department is attached to this letter.
4. The Comments received from the Mapping/Surveying Department
areas follows:
a. All areas within the boundary of the plat must have a lot
or tract designation, with square footage and usage
shown.
b. 'The plat must show control monuments as to how all
aliquot lines were determined.
C. Outer boundary monuments must be described.
d. Does the Larimer & Weld Canal parallel the boundary? It
is not drawn that way near the center 1/4 corner of
Section 4. Does the ditch right-of-way miss Lots 337
through 345? This should be made clear on the plat.
e. Bearings and distances are missing along thre north side
of Lots 322 through 354.
