RE: Waterglen - Berms along 1-25

This memo is intended to confirm our June, 7, 1994, review'of the grading and-laefms
proposed on the Waterglen property adjacent to,the 1-25 right-of-way; and to provide you with
additional information. The berms are proposed in order to provide both a visual and noise
barrier between the development at Waterglen and the 1-25 traffic. The enclosed cross
sections were generated based on criteria from Love & Associates, the drainage consultants
for this project. Key points in considering this design include:
The channel created between the existing elevated roadway and the proposed berms
will carry significant amounts of water only when a major flood overtops 1-25. On a
day to day basis, only the runoff from the highway and the easterly half of the berms
will be present; and these flows are intended to be handled in the low flow area
immediately. outside the highway right-of-way. Even in the major flood condition, the
impacts on the 1-25 right-of-way adjacent to Waterglen are minimal. No grading is
proposed within the highway right-of-way; and the existing travel lanes are 3 to 5 feet
above the projected 1.00 high year water level.
These infrequent floods are a "temporary" condition caused by an obstruction in.
Boxelder. Creek, upstream from this location. Eventually, local government agencies
plan to remove the obstruction so that the Boxelder flood plain will follow the natural
creek channel, rather than the east side of 1-25. (1
The height of the berms was dictated by Balloffet & Associates "Noise Impact
Assessment." Berms with steeper grades could be created in order to meet noise
criteria while reducing the amount of drainage affecting the 1-25 right-of-way. On
balance, the better appearance and more practical maintenance of the berms as
proposed is preferable to reducing the impacts of a drainage condition that occurs only
when 1-25 has been overtopped by a major flood.
