comply with the solar orientation ordinance.
9. Please add a project note that landscape maintenance in the
Spring Creek, open space is the responsibility of the
homeowner's association. (The Parks and Recreation Department
will maintain the trail only.)
10. There needs to be a continuation of the bicycle/pedestrian
path from the townhomes to the Spring Creek Trail. It is
recommended that the path continue north from Gilgalad Way
between Lots 11 and 12. Also, the path indicated at the
.terminus of Gilgalad Court should be indicated to be seven
feet wide and constructed out of concrete.
11. Plant note number 10 may -have to be tied to a phasing of the
landscaping versus a percentage of building permits.
12. At the time of Final, fencing details, particularly along
north lot lines, should be provided.
13. What is the status of the existing mature trees in the
northeast corner of the site? Will these be preserved?
Please indicate existing trees to be preserved on the
site/landscape plan.
This concludes Staff comments at this time. In order to stay on
schedule for the February 28, 1994 Planning and Zoning Board
hearing, please note the following deadlines:
Plan revisions are due February 10, 1994 (three prints).
P.M.T.Is, 10 prints, and renderings are due February 22, 1994.

Dear Kay:
Staff has completed its interdepartmental review of Windtrail on
Spring Creek, Second Filing, Preliminary P.U.D. The following
comments are offered:
1. The Public Service Company cautions that easements adjacent to
the right-of-way must be wide enough such that the distance
from back of walk to rear line of the easement is at least 13
feet.
2. Open space Tracts A, B, and C must have utility easements
- adjacent to the right-of-way,, or be dedicated on the plat as
utility easements.
3. The Engineering Department is concerned about the high water
table yet the Drainage Report does not discuss the need for a
sub drain system. A de -watering system is recommended around
foundations and under slabs. A hydrologic study and design of
the system will be required at the time of final. It is
recommended that there be no basements in this P.U.D.
4. Please be aware that Shadowmere Court will need to be
constructed prior to issuance of a portion of the building
permits in Filing Two in order to satisfy Fire Code
requirements.
5. Lots 24 and 25 will be restricted to take access off Gilgalad
Way unless a temporary turnaround is constructed and easement
provided on Tract C.
6. Please delete the reference on the adjoining Tract C that it
is "under negotiations." It is not clear what this means.
Please refer to this area as it is designated on the approved
O.D.P.
7. Both the plat and site plan should indicate that the Spring
Creek open space is a "pedestrian, equestrian, and bicycle
easement."
