Decisions
o Noise level impact study will be submitted to Steve Olt prior to 8:30 am on April 8,
1994.
o Storm drainage: Preliminary drainage report will be submitted to Stormwater Utility no
later than April 4, 1994. For preliminary approval, the report needs to contain the
details for items 2, 3, 4 and 5 from a telephone memorandum dated March 15, 1994. by
Gene Morris, Love & Associates, Inc., to Glen Schlueter, Libby Glass, and Eldon Ward.
In addition, sizing and capacities of on -site facilities are needed by April 4.
o Natural Resources: A report on the impacts of the proposed development on wildlife,
water quality, water quantity, water temperature, hydrology, etc., and proposed
mitigation for impacts, will be submitted to the Natural Resources Department no later
than April 4, 1994.
o Off -Site Street Improvements: City will work out concepts of what work needs to be
done, options for funding the work, and timing of funding. City will also take a look
at oversizing participation on on -site arterial and collectors. If City and Developer come
to agreement on these issues, Developer will not submit waivers to P & Z.. Waivers will
be requested if can't agree. City agreed to test roadway this spring to see what
improvements are needed to extend the life of Vine 10-15 years. If an agreement is
reached for building less than what would be normally required, Developer has agreed
to keep construction traffic off of Vine throughout the build out - particularly if
improvements to Vine are delayed until funds are collected as units are sold. A primary
issue to be considered is who fronts the money for improvements, and when that funding
is needed.
