We have used the results of this survey to justify the 36' street width requirement in single family housing subdivision. As you know, downsizing street widths from 36' to 28' has been discussed as an issue in the affordable housing arena. It is the policy of the Poudre Fire Authority to not allow this sort of downsizing. We view this issue as a level of service we provide to our customers. Narrow street widths make our operation much less safe for not only the people we protect, but also the firefighters providing this service. The Poudre Fire Authority has available a videotape showing our operation. We can also illustrate our position with photographs. If you would like to see these items, please contact me. Cooper Slough Impact Report Regarding Waterglen P.U.D. discussions last night at P&Z meeting, please inform Eldon Ward that Natural Resources needs to see the report on impacts to wildlife, water quality, water quantity, water temperature, hydrology, etc. --and their proposed mitigation for impacts --at least 2 weeks before you (Planning) needs Natural Resources' comments in writing. I will need this amount of time to have the report reviewed by the CDOW and a'hydrologist specialist to receive their comments in writing to us before we can provide our comments in writing. The reason that all comments must be in writing is that Eldon agreed verbally in a meeting on January 20th to provide this information we requested (and needed to evaluate the impacts to the site) before preliminary approval; however, Eldon implied last evening that he was unaware of this request until just before the P&Z worksession. As you know, I followed up the meeting with Eldon on, the 20th by meeting with CDOW staff and providing our written comments, submitted to Steve on January 28th. Please give me a call (x6310) if you have any questions regarding our request for at least a 2-week review period of the report before we comment in writing. Royuolds Companies Eldon Ward, Cityscape I spoke with Basil Hamdan and Glen Schluter, review engineers for the City of Fort Collins, to discuss their comments on our Drainage report submittal dated February 119 1994, for the Waterglen. ODP. The following items will need to be addressed and three copies submitted to the City for final approval. 1. The report needs to state that the current Cooper Slough Master Plan indicates a regional stormwater detention pond with 100-year detention and release rates equal to the historic 2-year cutoff. A series of Individual ponds is currently proposed in lien of a single pond with 100-year detention and release rates equal to historic 2- year runoff. These ponds will be routed in the final drainage >� analysis using SWMM modelling to limit overall site discharge to historic tubes. The proposed development is in compliance with the current Cooper Slough Master Plan. 2. A new box culvert win need to be sized at Cooper Slough and Vine Drive. This box will need to convey the 100-year flow. within Cooper Slough with no road overtopping. 3. Swales conveying the Boxelder Creek overflows need to be checked to we that they have been sized for the 100-year storm and that #teeboard requirements have been met. Freeboard needs to be 1-foot or 33 percent of the flow area, whichever is better for the specific site Situation. 4. Wetlands will need to be delineated on the drainage basin maps, We also need to talc with City of Fort Collins Natural Resources to debotmine any additional requirements. I have telephoned them and left a message to have them return my call. 5. We need to show onsite routing of the Anheuser Busch discharges at Cooper Slough at the northwest comer of the property and . include these flows in awale sizing and culvert sizing along this watestcoutse. Breakwater Drive is in fact 36' wide. A 36' wide street allows for parking on both sides and still permits a 20' travel lane for emergency equipment. I would be willing to attend a work session to discuss street widths and access requirements from a public safety perspective. The developer also states that off street parking will be provided by using the garage and driveway. Moreover, he will designate the'2i opposite side "No Parking" and use private enforcement to enforce this restriction. The Poudre Fire Authority recommends that the Planning and Zoning Board deny the request for the use of 281street width in this subdivision. The only exception to this is along Waterglen Place where dwellings are on one side of the street. The denial for the use of the 28' street width is for the following reasons: Emergency access for fire vehicles would be compromised by parking on both sides of the street. The width of many of our apparatus exceed 12 feet. For example, our Telesqurts need 12 feet of area to be properly set up. The ladder truck requires at least 16 feet of width to ensure proper. safe operations. Although the developer plans to use private contractors to enforce the parking restriction, there are no provisions in the City of Fort Collins nodes to allow this to happen. Private enforcement on a public street simply cannot be done. PROTECTING LIVES & PROPERTY I standard for single family areas which provides on -street parking in front of every unit.. Expecting people to obey a law that says park on only one side of the street because it is signed and stalls are painted for no continuously apparent reason., will not work. It is not an obvious need to the general public to keep a 201 wide travel way clear for emergencies that occur infrequently by their parking on only one side of the street. Restrictions like this only work in urban areas, such as Denver, where restricted parking on one side of a residential street is commonly used because traffic volumes from through traffic dictate the need for the clear space. This condition.is a continuous need and obvious to the general public. Therefore, people are more likely to follow the rules and they are self - enforcing. The intermittent need to keep the street clear for emergency traffic is not self enforcing. ' - Parking in garages and driveways does not provide enough parking for all needs. On -street parking is necessary. Most guests do not park in driveways. - As long as the 20' wide clear travelway is needed by the Poudre Fire Authority for the method that they fight fires, the standard 36 foot wide street is needed to guarantee the space is provided, especially ,where lots are small and the units face both sides of the street. Private enforcement of the parking regulations on a public street may be a problem that the City Attorney may be able to address. If you have any further questions let me know. xc: Mike Pret2 City of Fort Collins Commu._.y Planning and Environmental .._rvices Engineering Department 4 MEMORANDUM DATE: February 24, 1994 TO: Steve Olt, Project Planner FROM: Mike Herzig, Development Engineering Manager AOCWI RE: Waterglen P.U.D. - Request for 28' Wide Streets The Developer has requested approval of a variance to allow the use of 28 foot wide streets to serve the dwelling units in this development. It was proposed that four off-street parking spaces would be provided with each unit (including two in a garage or carport and two tandem spaces in the driveway). The Developer also proposes to sign one side of the street for no parking and paint parking stalls on the opposite side to designate where parking is acceptable. Strict private enforcement of the parking restriction is also proposed. The Engineering Department recommends that the Planning and Zoning Board deny the request.for the use of 28 foot wide streets for all streets except Waterglen Place. As long as no parking signs are installed on the south side of the street where no units face the street, Waterglen Place meets City standards for allowed use of a 28 foot wide street. The denial for the remaining 28 foot streets is -recommended for the following reasons: - A 28 foot wide street that has units facing the street on both sides and with lots proposedto be small, the on -street parking demand will be too great to keep a 20' wide clear driving path in the street for the necessary fire emergency access to all of the properties. - Painted parking stalls on one side of the street would be a continuous maintenance expense for the City and a liability for the City if the paint markings were.not maintained. - In a Fort Collins residential setting people are accustomed to parking on the street in front of their property and with parking on both sides of the street. Residents assume an ownership over the street in front of their house and often resent neighbors and neighbor's guests parking in front of their house. Therefore our design practice has been to use a 281 North College Avenue • P.O. The memorandum outlines the information that is required by the Stormwater Utility for review. 6. A condition of preliminary approval state that the applicant provide to the City adequate written documentation in regard to the impacts of the proposal on the wildlife habitat and water quality, quantity, and temperature of the Cooper Slough, which would include proposed mitigation efforts to address such impacts, and that the adequacy of the information be approved by the City prior to submission of final P.U.d. plans for any portion of the development. In a memorandum to Ron Phillips and Steve Olt, dated March 8, 1994, Karen Manci states that Natural Resources needs to see the report on impacts to wildlife, water quality, water quantity, water temperature, hydrology, etc...... and their proposed mitigation for impacts ..... at least 2 weeks before Planning needs Natural Resources' comments in writing. This information must be submitted to the Natural Resources Department no later than April 4, 1994. A copy of Karen Manci's memorandum is attached to this letter. It is important to meet the submittal deadlines stated in this letter if you intend to be on the agenda for the April 25, 1994 Planning and Zoning Board hearing. Project Planner xc: Libby Glass, W.W. To address concerns related to on -street parking demand, four off-street parking spaces per unit are proposed, as well as striping specific on -street parking spaces on one side of 28' streets, and strict private enforcement of towing improperly parked vehicles". City staff is currently reviewing the residential street width standard, not only for this development, but for all developments. Presently, the City considers the 28' street widths in developments with a large number of predominantly small lots to present significant safety concerns. Staff recommends that this request not be granted. A copy of a memorandum from Mike Herzig to Steve Olt, dated February 24, 1994, is attached to this letter. A condition of preliminary approval states that the developer provide, at the time of or prior to final P.U.D. submission, an adequate noise level impact study that measures and identifies the noise impacts of Interstate Highway 25 on the residential phases of the development. Furthermore, that the final P.U.D. plan provide measures which effectively mitigate the noise to levels which are consistent with City Code and which are compatible with the residential character of the project, and are visually attractive. At the March 7, 1994 Planning and Zoning Board public hearing the Board expressed concerns about the potential noise impacts that the highway would have on the proposed residential development. The noise level impact study must be done by the developer in time to be submitted to staff on the plan revision due date (from the 1994 Development Review Schedule, attached) in the month that the applicant intends to take the preliminary P.U.D. plan to the Board. 5. A condition of preliminary approval states that the applicant provide to the City an adequate preliminary drainage report and that this report be approved by the City prior to submission of final drainage reports and plans for any portion of the development. The Stormwater Utility has indicated that they need two weeks to review the preliminary drainage report from the time that they are able to initiate their review. If the developer's intent is to take the Waterglen P.U.D. -Preliminary to the Planning and Zoning Board on April 25, 1994, then the required number of copies of the report must be submitted to the Stormwater Utility no later than April 4, 1994. This item was tabled by the Planning and Zoning Board on March 7, 1994, with the Board deferring any action until additional information on the following issues is provided for review by City staff and other relevant outside reviewing agencies: A condition of preliminary approval states that the applicant be required to provide necessary off -site street improvements as described in Section 29-678(6) of the Code of the City of Fort Collins. The W.W. Reynolds Companies have requested "that I-25 be recognized as the nearest arterial or that the interpretation of City standards requiring construction of 36' width of pavement to the nearest arterial be waived". Staff recommends that this request not be granted. 2. A condition of preliminary approval states that the landscaping be installed at the minimum sizes and phasing schedule as required in the L.D.G.S. unless the City, after consultation with the applicant, agrees to allowing smaller sized landscape materials in natural areas, the Cooper Slough, drainage areas, perimeter buffering, and common areas prior to submission of the final P.U.D. This is no longer a condition of approval. Staff recommends that the landscaping be implemented to the current City standards to provide instant landscaping effect, ensure better survivability of trees and shrubs during the first 5 years, and provide equity and fairness to different developers and development. 3. A condition of preliminary approval states that the 36' local street width be used in the final P.U.D. plans and that further study and discussion be undertaken in regard to considering the possibility of reducing the street right-of-way widths to less than 54' prior to submission of a final P.U.D. plan.
