S' rely, e 1 Project Planner xc: Kerrie Ashbeck Sherry Albertson -Clark Advance Planning Stormwater Utility Transportation Parks & Recreation Natural Resources file/Project Planner easement and Waterglen Drive (60' ROW). Exact location and size of this exclusive meter station easement will have to be approved by PSC. b. Any grade changes in the existing 50' gas line easement (such as for the regional drainageway) will have to be .approved by PSC. 3. The Poudre Fire Authority has the following comments: a. More detail is needed on Lochfyne Commons. b. Add fire hydrants at Lot 10 of Elgin Park'and Lot 1 of Celtic Commons. c. The access connection between Waterglen Place and Elgin Court must be a full access connection. A narrower than standard street width•is permissible but cannot be less than 20' wide. c. PFA does not support narrower than 36' wide streets at the densities shown on this plan. Their experience is that housing of this type has high street parking needs and parking enforcement in single family neighborhoods has been ineffective. 4. The Parks & Recreation Department has the following comments: a. Show potential pedestrian access to the north of the park . site. b. Parks & Recreation may provide City raw water for park irrigation. c. The Homeowner's Association shall maintain all landscaping along the public rights -of -way. d. Landscape Note #9 is subject to an approved development agreement. 5. A copy of the comments received from the Engineering Department is attached to this letter. This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. It is understood that you have requested that these items be placed on the January 24, 1994 Planning and Zoning Board's public hearing agenda. Please be aware of the following dates and deadlines to assure your ability to stay on schedule for this hearing date: ****************************************************************** Plan revisions are due January 5, 1994. Please contact me for the c. Natural Resources needs to meet with the Stormwater Utility to talk about how this plan fits into the regional detention plan. Rob Wilkinson of N.R. will discuss this issue with Stormwater because this appears to be a departure from previous plans. 12. The O.D.P. should give an idea of the number of units per phase and the total number of units proposed. 13. Should the neighborhood park be more centrally located to the site? It seems as though two of the major activity centers of this plan (the park and the convenience center) are very isolated from the residential neighborhoods which they are supposed to serve. The neighborhood park looks as if it was a second thought, it would better serve the proposed neighborhoods by being shifted to the south. There is no indication that the remainder of this one square mile will have any residential, although this could potentially happen. Access should be provided through a local or collector public street, with bicycle/pedestrian access across the railroad and canal, from the north and west. Also, please see attachment to this letter concerning land use locations. 14. The Engineering Department has concerns about the traffic impacts created by this development. Please contact Kerrie Ashbeck, at 221-6750, to discuss these concerns. Waterglen P.U.D.. Preliminary 1. A copy of the comments received from U.S. West is attached to this letter. 2. Public service company has the following comments: a. The final plat will have to dedicate the following utility easements: 1) 8' minimum utility easements adjoining right-of-way lines on both side of all 68' streets. 2) 9' minimum width utility easements adjoining the right-of-way lines on both sides of all 54' streets. 3) 11' minimum width utility easements adjoining right- of-way lines on sidewalk side of all 46' streets and 5' minimum width utility easements adjoining right-of- way lines on opposite side of all 46' streets. 4) 15' minimum width utility easements adjoining north right-of-way line on East Vine Drive. 5) An approximate 1001 x 100' exclusive easement for a natural gas meter station to supply this project to be located near the intersection of the existing 50' gas 4. Public service Company indicated that their comments relate to the utility easement requirements on the Waterglen P.U.D., Preliminary. 5. The Poudre Fire Authority indicated that their comments at this time relate to the Waterglen P.U.D., Preliminary. 6. Who will be responsible for the maintenance of the proposed pedestrian trail around the perimeter of the development?, 7. Conceptual locations for access points between the various parcels should be indicated on the O.D.P. 8. Further discussions will have to take place concerning the applicant's proposal as outlined in the written documents with regard to off -site improvements/impacts, street widths on - site, etc. 9. The uses proposed on Parcels F. G, and H will have significant impacts on vine Drive, the frontage road, and the I-25 interchange. Please refer back to C.D.O.T.'s comment letter. 10. The Parks 6 Recreation Departmentfs comments are as follows: a. A development agreement in regards to the proposed neighborhood park is needed prior to its approval. b. Show potential.future pedestrian access across the Larimer/Weld Canal to the north and west. c. If parkland fees are used to development the neighborhood park, then the park must be open_to the public. 11. The Natural Resource Departmentis comments are as follows: a. The applicant needs to discuss this project with Tom Shoemaker of N.R. and the Colorado Department of Wildlife. Both agencies have this site classified as high priority for acquisition, primarily because of its value for waterfowl nesting and feeding area. The CDOW is presently reviewing the plan. A meeting between the applicant and these agencies should occur as soon as,possible. Acquisition interest includes not only the Cooper Slough itself but also the upland habitat. b. If adequate buffer area around the Cooper Slough is not acquired as natural areas then the applicant will need to address this issue. Buffering, in this case, means adequate upland grassland area bordering the slough to protect the hydrology and water quality. Development/lots on the east side appear to be too close to the slough. Commu. _ / Planning and Environmental , .vices Planning Department City of Fort Collins November 15, 1993 Vine Street Partnership c/o Cityscape Urban Design, Inc. 3555 Stanford Road, Suite 105 Fort Collins, CO. 80525 Attention: Eldon Ward Dear Eldon, Staff has reviewed the documentation for the Waterglen P.U.D., O.D.P. and the Waterglen P.U.D., Preliminary that was submitted to the Planning Department on October 25, 1993, and would like to offer the following comments: Waterglen P.U.D., O.D.P. 1. A copy of the comment letter received from Teresa Jones of the Colorado Department of Transportation (C.D.O.T.) is attached to this letter. 2. The East Larimer County Water District has the following comments to offer: a. Any required water line extensions and system improvements are at the expense of the developer and subject to the District's approval. ELCO will participate in oversizing the line in Waterglen Drive to 20". b. Any easements necessary for water line extensions of services shall be provided by the developer. c. All tap fees and charges shall be paid prior to activation of new services. d. The developer is subject to the District's procedures for plan review, construction, and inspection. e. This commitment for water service shall expire one year from the date of final project approval by the City, at which time another review would be required to extend the commitment. 3.
