Street oversizing fees of $14,005 per acre will apply to this request and be collected at the time of issuance of building permits. A development agreement between the City and the developer is necessary and the standard utility.plan submittal will apply. 16. Bicycle racks should be provided for this use. 17. A landscape plan should be submitted to the Planning Department for review, Additional trees should be considered in the parking areas on the east side .of the building. V. 6. The fire hydrant location(s) and sizing of the water supply line for fire prevention should be coordinated with the Poudre Fire Authority. 7. This property is in the McClelland/Mail Creek Storm Drainage Basin and is subject to the basin fees of $3,717 per acre, based on the land use runoff coefficient. The fees can be reduced if on -site detention is provided and approved by the stormwater Utility. ,On -site detention is ,a requirement with development on this property. There is an outstanding storm drainage -related special improvement district, #17, on this property. You should contact. Glen Schlueter at 221-6589 for information on the repays (assuming there are, outstanding obligations). 8. The "general location" of the right in/right out as proposed on South College Avenue is in 'conformance with the South College Avenue Access Control Plan. The design of the deceleration lane into the access point will require a variance from the State Department of Transportation's design. standards. The variance request will be initiated with the Engineering Department. 9. The Transportation Division has some concerns about the continuous access north -south through the site. Also, it is important for everyone involved to be comfortable with the potential access points into the remainder of the parcels. Direct access from Boardwalk Drive and Mason Street may be a problem. You must submit an updated traffic study, using the existing KFC study, that addresses some assumptions for potential uses on the remaining parcels. Please contact Rick Ensdorff at 221-6608 with questions pertaining to traffic issues. 10. An access permit for the access from South College Avenue must be acquired from the State. This permit process will be initiated with the City Engineering Department. 11. Additional street right-of-way for South College Avenue is required with this development. 'The final ROW should be 16' from the west flowline of the street. Included in this additional ROW will be a landscape parkway and a 7' detached .sidewalk. The City will reimburse the developer for 3' of the sidewalk width. 12. Cross -sections through and a flowline profile for the deceleration lane.must be submitted to the City. 13. All access points on the west side of Mason Street directly west of this development must be shown on your development plans. COMMENTS: 1. The proposed use is a permitted "use -by -right" in this zoning district, being HB - Highway Business. There is, no planned unit development condition attached to this property. 2. The parking lot section of City Code requires a minimum of 5' of landscape buffer along the north property line adjacent to the vacant property west of existing KFC. 3. There is existing City Light & Power along South College Avenue that can be tied into. An underground vault exists in the area of the northeast of this site and the vault may have to be relocated. Relocation would be at the developer's expense. .A transformer location should be,coordinated with Light & Power. Normal electric development charges will apply to this request. These mains must be extended to the south property line and may have to be extended to the west property line from South College Avenue. This is a request for a 19,900 square foot retail store and a 10,125 square foot expansion, on a site located south of Boardwalk Drive between South College Avenue and Mason Street. The comments are offered informally by Staff to assist you in preparing the detailed components of the project application. Modifications and additions to these comments may be made at the time of formal review of this project. .
