Box 580 Fort Collins, CO 80522 Dear Mr. Shepard: This letter is being written to the Fort Collins Planning and Zoning Department in response to the proposed "McGraw" development. There are a number of factors that directly impact Crest Road and the homeowners of Brookwood Estates.. ;. .::, Our concerns and -proposals are: �. 1. Ingress / egress turn• lanes on Harmony -road need development. A minimum of a 250 foot lane on south.side of Harmony Road for right hand (east bound) turns and a center lane for west bound traffic making a left turn (south) onto Crest Road. Safety is a great concern with this issue. 2. The utility easement of 30 feet at the south end of the project on Crest Road (north of Erbes' property) should be considered a dedicated access to the park area and maintained in conjunction with the park. This access is necessary to allow children living in Brookwood Estates a safe route to the school and park. 3. The maximum number of houses to be built fronting Crest Road shall be seven (7). These houses shall have lots of approximate dimensions of 141 feet fronting Crest Road and 150 feet of depth joining the easterly side of the park area. These seven houses will each be of the quality of those presently built in Clarendon Hills. Density is a concern because of the already existing difficulty exiting Crest Road onto Harmony Road, especially at "rush hour". 4. Water control measures must be implemented to suppress run-off from the proposed development of lots with the grade of land that naturally flows to the wetlands in the northeast portion of the proposed, development. Wetlands currently swell with run-offwaters from Harmony Road and. adjacent lands, posing flooding to Crest Road immediately south of Harmony Road. The culvert carrying water-from,the-wetlands to the Bouchard pond and property is not adequate to carry excess rain or flood waters that could result from this development. Even if this culvert restriction is resolved, the Bouchardpond:and property could also be threatened from excess run-off. Likewise, as Crest Road is reconstructed with curb and gutter, rain water and melting snows that now drain naturally into the adjacent grass pastures will flow south on Crest Road, possibly creating high water problems to existing southerly properties along Crest Road.
