7. The Transportation Planning Department offered the following comments:
a) The Land Use Code requires that bicycle parking be provided (5% of
the total number of parking spaces.)
8. The Current Planning Department offered the following comments:
a) Regarding the location and design of the ATM, please use sensitive
consideration as to the brightness and colors used.
b) The existing landscaping is mitigation for the loss of two trees when
Boston Market was constructed and this landscaping must be
maintained so that further loss does not occur.
c) This will be processed as a Major Amendment, which requires you to
submit a project development plan and final plan (which may be
submitted concurrently if you desire.) The fees for a Major
Amendment is $2,808.00. When you are ready to formally submit an
application form to the City of Fort Collins, please call Dana Goode at
221-6750 to schedule an appointment.
d) Please refer to Articles 3 and 4 of the Land Use Code foi those
standards that are applicable to this development proposal. Please
review the standards regarding landscaping and drive thru facilities in
particular.

2. The Water/Wastewater Utility offered the following comments:
a) The grease interceptor (from the Boston Market) will need to be
removed.
b) The water conservation standards for landscape and irrigation will
apply to any landscaping required on the project.

The Stormwater Utility offered the following comments:
a) This site is located within the Old Town Basin where the fees are
$4,150/acre. The fees are only applicable for any coverage ofaZGU�

b) The existing onsite detention pond needs to be maintained.

5. The Engineering Department offered the following comments:
a) Any additions (including drive-thrus) cannot be placed on existing
easements. Any existing easements will need to be vacated (however,
we would not vacate easements until the time that this is an approved
use.)
b) You will need to submit a Transportation Impact Study (TIS). Please
call Eric Bracke at f 4 -6M2 to set up a scoping meeting for the

c) For any additional building/construction a street oversizing fee of
$19,422/acre will be required at the time of building permit, or the

LAND USE DATA:
Request for the change of use of the Boston Market restaurant located on South
Lemay (Boston Market PUD) to a Safeway Credit Union. A future expansion to
the existing building is drawn on the conceptual sketches that totals 2,000-3,000
square feet, with the expansion anticipated in 5-10 years. The Credit Union is
proposed to have up to four (4) drive thru lanes (located in the rear of the
building.) There are currently 54 parking spaces.
COMMENTS:
1. The Zoning Department offered the following comments:
a) The property is located in the E-Employment District and is a permitted
use as a Type 1 review (Administrative Hearing Officer). The Planning
Department will determine if this is to be processed as a Major or
Minor Amendment.
b) The maximum parking allowed for a financial center is 3.$/1,000
square feet. If you currently exceed this number, any parking that is
removed for the drive thru lanes and/or expansion, cannot be
replaced.

proposed changes to the former Boston Market on South Lemay that was
proposed to the conceptual review team on August 4, 1997.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

8. The Current Planning Department
a) The location of the drive-thrus will be virtually invisible from the street ( they are
behind the building ) and the ATM colors and brightness will be appropriate.
b) The current landscape will be repaired ( much of it is bighted due to neglect )
and enhanced and maintained to high standards. See landscape plan for
details.
c) Attached with the application is $2,829 ( $2,808 for fees and $21 for 42 mailing
labels )
d) We have reviewed Articles 3 and 4 of the Land Use Code and have made every
effort to adhere to those standards.

Dear Leanne:
The following letter explains how each issue raised during the conceptual review has
been addressed.
The Zoning Department
a) This project is determined to be a major amendment and requires Planning
and Zoning Board review.
b) Parking removed for the drive thru lanes and/or expansion, will not be replaced.
We will, however, be requesting a variance as our plans show that we will
exceed the 3.5/1,000 parking ratio.
2. The Water/Wastewater Utility
a) The grease interceptor will be removed.
b) The water conservation standards will be adhered to as required.
3. The Stormwater Utility
a) Per Glen Schlueter fees will not be applicable, as this is an existing building with
no additional coverage of impervious surfaces.
b) The existing onsite detention pond has shown neglect, but will be cleaned and
maintained.
4. Light and Power
a) The existing electrical transformer will not require a relocation.
5. The Engineering Department
a) Easements will be vacated as shown on the final utility and drainage plans.
b) Talked to Eric Bracke and he has agreed to allow us additional time to submit a
Transportation Impact Study. The study will be completed no later than
7 November 1997 and will be delivered to the planning department at that time.
c) The street oversizing fee will be paid at the time of building permit.
6. The Poudre Fire Authority
a) The building expansion, when completed, will adhere and conform to the current
Fire Code as required.
7. The Transportation Planning Department
a) Per plans, bicycle parking will be provided and will satisfy the 5% requirement.
