Erosion control performance standards and effectiveness calculations need to be provided with the Final Report. C. The floodplain encroaches onto Lot 89. This lot, therefore, should be deleted. Further, elimination of this lot will help protect the water quality of Mail Creek. In its place, an eight foot wide, concrete pedestrian connection should be made from the sidewalk on Crest Road leading into the park. 8. It is anticipated that extensive discussions will have to occur with Mr. Bouchard, the downstream property owner, in order to keep him informed of the drainage plans for the area. 9. The Department of Natural Resources advises that Smooth Brome or Crested Wheatgrass not be used to re -seed disturbed areas. It is preferred that native grasses be used such as Western Wheatgrass. Other sterile. non-native grasses may be used also. 10. The landscape plan should indicate existing trees on the site, and which are to be removed. 11. The status of the street connection from East Bentley Place to Crest Road must be addressed. A meeting to discuss this issue with the affected parties has been scheduled. This concludes Staff comments at this time. In order to remain on schedule for the April 25, 1994 Planning and Zoning Board meeting, please note the following deadlines: Plan revisions (three prints) are due April 7, 1994. P.M.T.'s, 10 prints, colored renderings, are due April 18, 1994. As always, please contact the Planning Department if there are any questions or concerns about these comments. (Be sure the notarial block includes lines for the notary's address.) B. The dedication statement does not follow our format. C. The 30 feet of additional right-of-way for Harmony Road should be labeled as such. D. There is a 20 'foot U.E. and L.E. in the lots along Harmony Road. What is an L.E.? E. Many of the easements, both existing and to be dedicated with this plat, are missing bearings and distances. F. Please show the recording number where Hinsdale Drive was . dedicated. G. The centerline of Harmony Road east of the North 1/4 corner of Section 2 should be labeled as the North Line of N.E. 1/4 with proper control shown. H. The chord bearing and distances should be provided for curves. I. The "second" part of the legal does not close. J. Please change "City Engineer" to "Director of Engineering." K. Please add acreages to the legal description. L. A "County Clerks Certificate" is not needed. M. Do the front lot utility easements along Crest Road need to be adjusted to allow for the landscaped areas and looping access drives? Should these access drives be dedicated as access easements? 7. The City's Stormwater Utility has provided comments to the consulting engineer under separate cover. There are three major comments that are summarized here: A. The Mail Creek Tributary Floodplain Study is being revised. As discussed, the timing of this study is such that a portion of Coventry cannot be designed until there is further documentation. Devartment March 28, 1994 Mr. Jim Sell Jim Sell Design 117 East Mountain Avenue Fort Collins, CO 80524 Dear Jim: Staff has reviewed the request for Coventry Subdivision, Final, and offers the following comments: 1. The Soils Report recommends subdrains where basement construction is within three feet of bedrock/groundwater. If a subdrain system is installed in the public right-of-way, it must be designed to City guidelines and be shown on utility plans, and accompanied by a hydrologic study: 2. The design for widening of Harmony Road was submitted. The widening of Harmony Road.is considered part of this project. 3. The Public Service Company has an existing 1 1/4 inch diameter plastic gas main 14 feet west of the east right-of-way line of Crest Road. Since this line will be under asphalt, any taps .needed to serve the homes along Crest Road should be made before further street improvements are done. 4. Public Service Company has an existing three inch diameter plastic gas main along the west side of Hinsdale Drive that is four feet west of the west right-of-way line. 5. The City of Fort Collins Light and Power is concerned about a potential conflict between electrical and stormwater facilities. The proposed storm sewer lines are shown at the edge of the asphalt. The electrical system is installed approximately 3 1/2 feet behind the attached sidewalks and approximately 3 1/2 feet behind the curb for detached sidewalks. Vaults and streetlights and installed directly behind the curb or sidewalk. Up to 10 feet of horizontal clearance is normally required between the electric system and the storm sewer. The clearance will vary based on the depth of the storm sewer.
