Please add these notes to the plans.Drawings have been revised to address this comment. Comment Number: 2 Comment Originated: 11/11/202011/11/2020: For Approval: The engineer will need to add the proper details from the LCUASS standards for the work proposed with the right of way. The engineer should also include the trenching detail above the pipeline. Jason Martin, the Chief Construction Inspector can be reached at 9704162779.Noted. Roberts excavation has applied for the excavation permit per Jason Martin’s directions. The team is currently waiting until 5 days prior to start of construction to pull this permit. Comment Number: 6 Comment Originated: 11/11/202011/11/2020: For Approval: The design does not seem to take into account the recommendations of the geotechnical report on ground water. The report states that there was ground water encountered in three of four of the bore holes. The report recommends a granular bedding. This type of bedding is not accepted within the public right of way. The engineer will need to show a cross section within the public right of way that meets LCUASS Standards (Chapter 22 and 25). LCUASS trenching/bedding details are now included for work in the Right-of-Way. The Geotechnical report also references the use of check dams/water barriers to prevent the trench from conveyance. The details do not seem to take this into account within the public right of way. The amount of the disturbed area is more than one acre and thus a full Erosion and Sediment Control plan, report and escrow are required, per City of Fort Collins Stormwater criteria.The erosion control requirements are located in the Stormwater Design Criteria in Chapter 2 Section 6.0 a copy of the requirements can be found at www.fcgov.com/erosionThe engineer and contractor have prepared an erosion control report, which is included with this submittal. Due to the line crossing of the Dixon Canal, a canal crossing agreement will be needed.The District sent the signed crossing agreement to Northern Water on 01/19/2021. A State stormwater construction discharge permit is required.The contractor applied for a state permit and is currently waiting until construction is near to pull the permit. A revegetation and reclamation plan will need is required. The revegetation plan will need to be approved by the City's Natural Areas Department. The revegetation plan should address all the areas disturbed during construction of the water line, including any haul routes.A Landscaping, Revegetation and Reclamation Plan is included with this submittal. Please note that any future submittal will need to comply with the previously stated City requirements, otherwise the submittal will not be accepted.The ‘Biological Resources Memorandum’ indicated several listed noxious weed species present within the current alignment, therefore a Weed Management Plan (WMP) is required to address the increased weed pressure resulting from ground disturbance. An appropriate WMP will need to document existing weed pressure, detail weed management for each noxious weed, address weed management practices during all phases of construction (pre, during, and postconstruction), establish a monitoring framework, and layout a timeline to address all aspects. A weed management plan guidance document will be provided to you via the DRC.A Weed Management Plan is included with this submittal. An adequate Reclamation Plan (RP) must be provided to guide reclamation of disturbed areas. The RP needs to address current soil conditions (type, texture, salinity, etc.), appropriate soil handling (avoid handling when excessively wet, appropriate stockpiling, decompaction methods, etc.), soil amendments, identify appropriate seed mix and seeding practices, and establish a monitoring plan to assess the established success criteria.A Landscaping, Revegetation and Reclamation Plan is included with this submittal. Comment Number: 2 Comment Originated: 11/12/202011/12/2020: INFORMATION ONLY: The existing vegetative composition in the Ponds at Overland Trail open space is dominated by nonnative cool season grasses. The proposed reclamation seed mix is all native with warm season grasses, cool season grasses, and forbs (wildflowers). The City no longer supports the seeding of nonnative cool season grasses and Environmental Planning would prefer native species, but it is important to include the HOA in the conversation as there will be a sharp transition between the two types.Please see the enclosed “MOA – FCLWD Ponds HOA – Signed” PDF indicating that the HOA will work in good faith with the project team (City included) to arrive at an approvable seed mix. The potential raptor nest (Nest 1 in the Biological Resources Memorandum) will need to be monitoring during the nesting season and, depending on the species if any nesting occurs, temporal and/or spatial buffers might apply. Buffers will follow CPW’s 2020 recommended guidelines and LUC 3.4.1(N)(5)(c).All trees conflicting with construction activity will be removed before April 1st. Pinyon Environmental will monitor trees for raptors once a week during construction.
