Subject: Tree Inventory Memorandum, Golden Currant Waterline Project, Fort Collins, Larimer County, Colorado Introduction The Fort Collins Loveland Water District (FCLWD) is planning to install a new waterline directly east of Horsetooth Reservoir in Fort Collins, Colorado. The project is called the Golden Currant Waterline Project (project). CivilWorx, LLC (CivilWorx), is providing the design services and has retained Pinyon Environmental, Inc. (Pinyon), to complete environmental support services for the project. As such, the project will require an easement from the City of Fort Collins (City) and must comply with the City’s Resolution 2012-001 City of Fort Collins Natural Areas and Conserved Land Easement Policy. The Cities Forestry Division maintains trees on public property, including street trees located between the curb and sidewalk. Therefore, the project must complete a tree inventory and report results to the City in planning documents. Pinyon has conducted a tree inventory for the project. This Tree Inventory Memorandum serves to document the results of the tree inventory and mitigation requirements outlined by the City Forestry Division. Project Description and Location The project is located within the Maxwell Natural Area and an adjacent City Open Space parcel. This project will install a new 30-inch-diameter waterline approximately six feet underground. The typical trench section will be about six feet wide with a trench box. Soil stockpiles, vehicle traffic, and surface disturbance will be limited to 30 feet on either side of the waterline (project area). Conventional excavation equipment, including diesel-powered hydraulic excavators and front-end loaders will be used to construct the new waterline. The project location is shown in Figure 1 and described in Table 1. Table 1. The City Forestry Division measured the diameter at breast height (DBH) of each tree within the project area, assessed the condition, and determined mitigation requirements. The tree inventory was conducted in the eastern half of the project area, outside of the Maxwell Natural Area. Trees within Maxwell Natural Area were not inventoried as no impacts to trees in Maxwell Natural Area are anticipated. Photos and field notes were used to document trees within project area. Tree locations were recorded in the field with sub-meter accuracy using ArcGIS Collector paired with a Trimble R1 Global Satellite System Receiver. Results Twenty-one trees were inventoried within the project area (Table 2; Photographic Log). Four shrubs were noted within the project area (Table 3; Photographic Log). Of these, impacts are anticipated to 13 trees. Eight trees are anticipated to be protected, in place. One dead tree and five shrubs within the project area may be impacted but do not require mitigation. Based on the anticipated impacts, the City Forestry Division has concluded that 13 trees will require replacement. Table 2. N/A N/A Remove 0 Total: 0 Conclusions and Recommendations Twenty-one trees were inventoried within the project area, 13 of which will be impacted during construction activities. Thirteen trees should be planted within the Open Space parcel to satisfy mitigation requirements under the City’s Resolution 2012-001. Orange construction fencing should be erected around protected trees to avoid impacts. Impacts to trees within Maxwell Natural Area are not anticipated; therefore, trees within Maxwell Natural Area were not inventoried. If a realignment is necessary for the project and additional impacts are anticipated (to trees not inventoried or to trees slated to be protected), additional consultation with the City Forestry Division may be required. As per City guidelines, Pinyon recommends that CivilWorx and its subcontractors conducting work, that may impact trees, retain an arborist licensed by the City Forester. If pruning activities occur or if a root of a protected tree measuring greater than 2-inches in diameter is uncovered during excavation, consultation with a licensed arborist may be necessary. The nesting season for migratory birds (songbirds) in Colorado occurs approximately between April 1 – August 31.If construction activities occur during the nesting season, Pinyon recommends that the project conduct pre-construction nest surveys for migratory birds within seven days of tree pruning or clearing and grubbing activities. The raptor nesting season begins February 1. Pinyon identified one potential raptor nest within the half-mile buffer of the project area. If work occurs between February 1 – July 15, Pinyon recommends that a qualified biologist conducts weekly monitoring surveys to assess potential disturbance to nesting raptors.
