in the Cooper Slough. Both Dr. Benson and Love & Associates have also indicated that
the proposed design of the nature area will likely reduce the possibility of degradation
of water quality in the slough. Because the proposed plan will result in a situation that
is better than the existing conditions, there is no legitimate reason to escrow monies
for the mitigation of what appear to be unfounded concerns.
8. Species used in the Cooper Slough area have been noted as requested.
Existing trees are proposed to be saved to the extend practical, based on the required
storm. drainage/grading plans.
Rigid spacing of street trees along Vine Drive would not be in character with the
remainder of Vine Drive, given the existing grading and vegetation along the roadway,
and the landscape approach used at the City Streets Facility at Vine and Lemay.
Utility service to the park is indicated on the revised utility plans. Restrooms for
Waterglen Park are intended to be located in the kiosk/observation structure south of
the parking area.
9. Responses to the Larimer and Weld Irrigation Company comments are included in the
attached letter from Mike Maxwell.
10. The proposed water system has been amended to eliminate the master meters. Lines
will be owned and maintained by ELCO.
As a part of the applicant's ongoing efforts to provide less costly housing, a number
of lots along the east and north edges of the neighborhood have been identified as "optional
duplex" lots. This change - if acceptable to the City - would allow up to 30 of the 408
manufactured housing lots the option to accommodate a small duplex rather than a single
detached unit.
Reductions, color renderings, and 10 sets of prints will be submitted by October 17th.

Attached are twelve copies of the Waterglen PUD, Final Site and Landscape Plans,
revised in response to Staff comments. Responses to specific comments and concerns
include:
2. The building envelope for the mini -storage units has been clarified on the revised Site
and Landscape Plan.
3. We have discussed the comments from Building Inspection with Sharon Getz. Notes
clarifying the "zero lot line" approach to the manufactured housing areas have been
added to the PUD plans.
4. The Plat has been revised as required.
5. A note regarding adjustments to street tree locations along Waterglen Drive has been
added to the PUD Plans.
6. Additional correspondence from CDOT has been provided to clarify that the Preliminary
Storm Drainage conditions have indeed been met.
7. Additional information regarding installation, maintenance, and management of the
Cooper Slough natural area has been added to the plans. With the original submittal,
we had not called out specific plant species so that the Department of Natural
resources could have more flexibility in determining the size and species of plants
installed as the improvements to the natural area are completed. However, the
specific plant materials - and minimum sizes - have been noted on the plans as
requested. Suggested adjustments to the tree and shrub species to be used in this
area have been made; except in locations immediately outside the residential lots.
A typical elevation of the kiosk/observation/restroom structure has been included with
the other building elevations.
Love & Associates have monitored the ground water characteristics of the site, and
concluded that there is no reason to believe that the proposed development of
Waterglen will have a negative impact on the water quality, quantity, or temperature
