The District intends to install a waterline starting from the intersection of Overland Trail and West Prospect Road and extending west through the Ponds at Overland Trail Open Space and the City of Fort Collins Maxwell Natural Area. Pinyon Environmental (subconsultant to our Civil Engineering consultant CivilWorx) met with City and project staff on-site to review the trees that may potentially be impacted by the project. Based on the joint field review, Pinyon prepared the attached Tree Inventory Memorandum which identifies 21 trees near the project area, 13 of which will require replacement. Pinyon’s memorandum also provides mitigation values for each tree inventoried, and identifies which trees are intended to be either protected or removed. All impacted trees are within the Ponds at Overland Trail open space areas. No trees will be impacted in the City’s Maxwell Natural Area. Pinyon also identified 4 shrubs, 2 of which will be removed and 2 protected during construction. The second attachment is a Landscape, Revegetation and Reclamation plan, submitted to fulfill the requirement for a Landscape and Tree Protection Plan as required by Fort Collins Land Use Code Division 3.2.1, that identifies the location of each inventoried tree and shrub in the context of the proposed waterline alignment and 20’ wide permanent easement. The 13 trees that will be impacted by this project (# 1, 2, 3, 5, 10, 11, 12, 13, 14, 15, 16, 17 and 18) have driplines that fall within the direct trenching and excavation area required to install the proposed 30” water pipe. The pipe alignment cannot be adjusted to avoid impacts to these trees. Trees with driplines outside of the trench area will be protected during construction. Please note that certain trees (#4, 6, 7, 8, 9, 19, 20 and 21) may have their dripline within the easement, but not in direct conflict with the trench section. These trees will be protected during construction to the fullest extent possible. If site conditions result in needing to replace these trees, we will implement tree mitigation efforts to add to the 13 trees already affected. Shrubs S1 and S4 will be removed while S2 and S3 will be protected. The Fort Collins-Loveland Water District will mitigate the trees and shrubs impacted by this project in quantities in accordance with the mitigation values established by Pinyon Environmental in their Tree Inventory Memorandum. Tree types and minimum sizes will be provided in accordance with paragraph (4) of the Land Use Code Division 3.2.1. which specifies minimum 2.0” caliper for Canopy Shade Trees, 6.0’ height for Evergreen Trees, 1.5” caliper for Ornamental Trees and 5 gallon size for shrubs.
