Re: Coventry Second Filing, additional comments
Dear Mary,
This is a follow-up on our phone conversation of today the 24 th of October 1995. In our
previous comments dated October 17, 1995 regarding the Second Filing utility plans of
the Coventry Subdivision it was stated that those plans were not reviewed since easement
issues along Harmony Road could significantly affect the layout of the Mail Creek channel
and the development's lots. I would like to comment however on the fact that the
crossing of the Mail Creek channel under Crest Road was not designed or shown as being
improved as a part of these plans. This issue should be addressed with the next submittal
of the Coventry Second Filing Subdivision, since that crossing should be improved as part
of the improvements required of the Coventry Second Filing development and designed
with this development's utility plans.

RE: Coventry 2nd Filing
The Fort Collins - Loveland Water District and the South Fort Collins Sanitation Distric: have reviewed
the above mentioned project and submit the following comments;
The existing sanitary sewer from MH 25 to the west property line is to be relocated, north, into
Harmony Road. The elevations of the existing water line are to be verified to ensure that the water
and sanitary sewer lines do not conflict. Erosion control is to be designed for the sanitary sewer
line crossing at the Mail Creek Tributary.
A casing pipe is to be install on the 8 inch water line. extending 10 feet on either side of the box
culvert on Hinsdale south of Harmony Road. Wate line valves are to be installed on Hinsdale at
the intersections of Harmony Road and Bently Place to provide isolation of the 8 inch water line
during the installation of the casing.
The existing 6 inch water is to be abandoned at the main in accordance with District requirements
at the connections in Harmony Road and Hinsdale Drive.
Note #7 on sheet 2 of 14 is to be revised to read; "The existing water and sanitary service lines are
to be relocated in accordance with District requirements, at the developers expense, where conflicts
with the City of Fort Collins Light and Power facilities occur."

preliminary approval of this revised channel section. This section has
also been submitted to US West for their review. As you can see from this
section, the original dimensions of the lots has not been affected.
City of Fort Collins Stormwater Utility had previously commented that
there will need to be a permanant stormwater crossing under Crest Road.
It is the intent of the client to install this permanant crossing, to current
City standard. This crossing will be sized to accomodate developed flows
based on the study for Mail Creek recently completed by RBD, Inc. Plans
for this improvement will be submitted to the City as a revision to the
Coventry First Filing approved construction plans.
Northern Engineering understands that further comments will be
forthcoming from the City regarding this project. At that time we receive
these additional comments we will also incorporate the above mentioned
changes into the Final Utility Plans.
We have attached sheets A-1 and A-2, which show the preliminary design
of Harmony Road for 500' either side of the limits of construction, per an
earlier request of the City. These sections were included in our latest
submittal, but I understand that not all of the reviewing agencies
received copies of the revised Utility plans.
Please call if you have any questions regarding this letter, or any
questions pertinent to the Coventry Second Filing submittal.

Response to City Comments
Dear Ted,
This letter is in response to the comments regarding issues received
regarding the Coventry Subdivision, Second Filing.
As you may recall, this project was scheduled for the October 23rd P&Z
Board on the consent agenda. Prior to the 23rd, I scheduled a Utility
Coordination meeting, per the request of the City. At this meeting, two
issues surfaced that alerted City staff that this project should be
continued for a month. These two issues are summarized as;
1) The Ft. Collins/Loveland Water District had not seen the
Utility plans, or had a chance to review and comment on the
proposed improvements.
2) US West had requested a 15' exclusive phone easement to
replace their exclusive easement that would be absorbed as part of the
additional Right-of-way dedication along Harmony Road. It could not be
determined at the Utility Coordination meeting whether this additional
easement requirement might have any effect on the lot dimensions, and
therefore project densities.
Since this utility coordination meeting, Northern Engineering has
submitted a set of Utility plans to the District, and have received
comments, which will be incorporated into the final design documents.
Attached is a copy of the comment letter from Terry Farrill.
In regard to the second issue, I have attached a proposed section
through Harmony Road, showing the new US West easement. This
additional 15' was taken from the proposed drainage easement. The
drainage channel was reconfigured to be contained entirely within the
25' alloted easement. We have contacted the Stormwater Utility for a
