11. After meeting on site with Tom Shoemaker and reviewing the comments from the
Division of Wildlife, we have revised our plans to create an expanded open space
corridor (typically 400' to 500' wide) through the site along the Cooper Slough. It is
our understanding that this 26.7 acre parcel is to be purchased by the City of Fort
Collins and/or the Colorado Division of Wildlife.
We are also proposing natural grasses and a series of detention/water quality ponds
along the slough - in a joint effort by the Department of natural Resources, the CDOW,
and Waterglen - to make the buffering of the warm water slough area more effective.
13. The proposed park location is central to the square mile section, provides opportunities
for direct trail connections to other properties, serves as one of two recreational
"anchors" linked by the proposed open space system, and has been approved by the
Parks and Recreation Board.
14. Matt Delich will review Staff's traffic related concerns with Kerrie Ashbeck and the
Transportation Department.
WATERGLEN PRELIMINARY
2. We are coordinating Public Service Company's easement needs with their
representatives.
3. As indicated in our meeting last week, we understand PFA's position regarding street
widths, but feel we have taken adequate measures to assure 20' of unobstructed
emergency access to the same degree as in other neighborhoods in Fort Collins; and
the applicant wishes to continue to pursue the 28' street widths in order to reduce
housing costs.
Revised Planning Objectives, Land Use Breakdowns, and a revised Density Chart are
also attached. Reductions, color renderings, and 10 sets of prints will be submitted by
January 18th, and the signed ODP mylar will be submitted by January 20th.

Attached are twelve copies of the Waterglen PUD, Preliminary Site and Landscape
Plans, revised in response to Staff comments. Because of the complexity of the project and
extensive design changes, we are providing these revised Preliminary Plans earlier than the
requested January 5, 1994 date, to allow Staff additional review time. Responses to specific
comments and concerns include:
WATERGLEN ODP
1. The reduction in the amount of commercial use, and the elimination of industrial areas
from the ODP should relieve the Department of Transportation's concerns. Matt Delich
is revising the Site Access Study to reflect the current plan. It is expected that the
traffic impacts of this development will be less than indicated in the October 1993
study, due to the reduction in the intensity of land uses.
2. The applicant and the ELCO Board of Directors have agreed on an approach to
providing water service to Waterglen, and are drafting a specific agreement that will
address their detailed concerns.
6. Portions of the Waterglen pedestrian trail that were master planned with the Northeast
Area Transportation Study are anticipated to be maintained by the City. If some trail
sections are exclusive to Waterglen, they will be the responsibility of the home owners
association.
In response to comments by the ditch company we have moved the trail to other open
space corridors that parallel the Larimer Weld Canal, rather than locating the trail on
the ditch maintenance road as indicated in the Northeast Area Transportation Study.
9. The uses designated for Parcels G and H on the October 25th ODP have been
eliminated, and replaced by some additional housing and increased open space along
the Cooper Slough.
10. The Parks and Recreation Board has given their support to Waterglen Park and the
general approach to implementation proposed. A development agreement will be
completed with final PUD plans.
