STAFF RECOMMENDATION:
Concur with Waterglen proposal with following recommendations to ensure intent
of standards is maintained.
Instant Effect: Work with developer to identify a few key locations to have
small clumps of 10' to 12' tall evergreens planted.
Survivability:
o Developer must plant trees identified by the City Forester as low
mortality trees.
o Developer will post a $xx bond for 5 years to be used to replace trees and
shrubs that die within that time frame.
Equity and Fairness: Changes to the current standard only apply for affordable
housing proposals. The current standards have value, and the reason for
deviating from them for affordable housing projects is to offer alternatives that
help ensure an additional community value - i.e. affordable housing - can be
realized.

Tim,
Attached is in follow-up to our conversation this morning. Please let me know
if something doesn't make sense, or you aren't comfortable with it. I don't plan
to share the information with the developer in the next couple of weeks at least.
I suspect several of us will want to review all the information another time
before sharing it with the developers.
I appreciate your taking the time to meet with me to discuss.
Thanks,
I- 'S
Jon
