(3) To reduce potential disturbance to waterfowl and other wildlife using the Slough, we recommend that solid board fences be used along lot lines that border the Slough. The applicant should also consider construction of earthen berms along roadways, and perhaps residential lots, that border the Slough to, again, reduce disturbance to wildlife using the Slough. (4) To maintain the character, and waterfowl use of the site, we .recommend that proposed tree and shrub plantings be placed only at the edges (along roads, developed areas) of the Slough and not, as shown on the plan, between detention areas and the Slough. (5) Before the preliminary plan for this project can be approved by Natural Resources, the applicant needs to provide written documentation that will support that this proposed plan will not negatively affect the water quality, quantity, and temperature of Cooper Slough. Any potential affects on groundwater and subsequent affect on the Slough also needs to be documented in writing. The applicant needs to address the environmental concerns expressed in both of the CDOW memos attached. Significant changes to the hydrology and water quality of the Slough on the northside of Vine has a great potential to also be detrimental to the Slough and associated wildlife that use the area south of Vine. 2 s City of Fort Collins Community Planning and Environmental foces recycled paper Natural Resources Division M E M O R A N D U M Date: January 28, 1994 To: Steve Olt, Planner CC: Tom Shoemaker, Natural Resources Director Mark Leslie, Colorado Division of Wildlife From: Karen Manci, Environmental Planner "0\1-\ Re: Natural Resources Comments on Revised Preliminary Plan for Waterglen P.U.D. , J As the attached memos from the Colorado Division of Wildlife (CDOW) indicate, Cooper Slough is a unique and valuable natural resource, providing critical habitat for waterfowl as well as important habitat for other wildlife species. Mark Leslie and James Ringelman of the CDOW have stated their concern that the proposed development has the potential to greatly impact, not only the northern section of the Slough that is within the Waterglen P.U.D., but also the portion of the Slough south of East Vine Drive and the proposed development. Mark Leslie has reviewed the revised preliminary plan for the Waterglen P.U.D. and is seeking review by James Ringelman, as well. You should be receiving their written comments shortly. The following is a summary of some of the concerns that the Natural Resources Division and Mark Leslie of the CDOW have regarding the revised preliminary plan: (1) The park's irrigation storage pond will impact the Slough. It is recommended that the pond be moved to a location that does not overlap the wetland boundary of the Slough and where it will not impact the water quality and hydrology of the Slough. (2) Developed areas are less than 100 feet from the Slough on the east side (area of Lots 21-26). There is concern that this will not be adequate to protect the water quality of the Slough or provide enough buffering to protect wildlife use. To help ensure limited wildlife impact, protection of the west side of the Slough to the canal (i.e., Modular or Conventional Housing units on plan) from any development and restoring this area to native grassland habitat is preferred.
