Planning, Development and Transportation Services 3SY Planning and Zoning City of Fort Collins December 26, 2007 Dear Resident or Property Owner: This letter concerns the recently approved development at 3425 S. Shields. This project includes redeveloping the approximately three -acre site at the northwest corner of Shields and Richmond into a four -building project with a three-story commercial building on Shields and three three-story multi- family residential buildings with a total of 36 units on the rear portion of the site. The property is zoned MMN—Medium Density Mixed -Use Neighborhood. This project was approved at an Administrative (Type 1) public hearing on November 1, 2007. The approval did not include all of the land uses that the developer intended. The approved commercial uses include: convenience retail stores without fuel sales; artisan and photography studios and galleries; child care centers and adult/daycare respite centers. Additional commercial uses permitted in this zone include: personal and business service shops; offices, financial services, clinics and small animal veterinary clinics; and limited restaurants. The developer wished to have these additional uses approved, they were included in the Traffic Impact Study, and if you attended the neighborhood meeting, you may recall that he described the commercial building as having offices and a coffee shop. An oversight led to an approval which did not include these uses. In order for these additional uses to be approved, they must be reviewed at a Planning and Zoning Board (Type II) public hearing. Therefore, a request for the additional uses will be reviewed by the Planning and Zoning Board at their next regular meeting. Prior to the Planning and Zoning Board hearing, another neighborhood meeting will be held. Although a neighborhood meeting was already held on Monday, August 270, 2007, and was very well attended by neighbors, the Land Use Code requires a neighborhood meeting for any Type II (Planning and Zoning Board) request, so this opportunity is available to anyone wishing to attend. There will be no changes to the plans nor new information from what was presented at the first neighborhood meeting. This second neighborhood meeting will be held on Wednesday, January 9th, 2008 from 6:30 to 8:30 p.m., at the City of Fort Collins Senior Center at 1200 Raintree Drive in Meeting Room #MU3 (north entrance). At this meeting, you will have another opportunity to hear from the developer about the approved plans and to ask questions and share your thoughts about their request to add Type II uses. Again, these uses were described by the developer at the first neighborhood meeting —no changes are proposed from the first meeting. The Planning and Zoning Board will consider only the additional requested uses and impacts they may have; they will not reconsider any other aspects of the previously approved plans. The hearing will be held on January 170" 2008 in the City Council Chambers in City Hall, 300 W. Laporte Avenue starting at 6:00pm. If you have any interest or concern about this request for Type II uses, you are encouraged to attend this public hearing. At the hearing, you will have an opportunity to hear from City staff and the project applicant about the details of the request.
