The sidewalk culvert should also be"designed, along with the
concrete pan leading to it. Please address flooding potential
for the garage shown in a street cross-section near this pan.
Please address the impacts of the increased flows to the
existing inlet. Confirm that there is room in this inlet and the
downstream facilities for the increased flows that Indian Hills
Village will add.
'C' coefficients throughout the site do not reflect the
amounts of impervious area that the site plan shows. For
example, the composite 'C' coefficient calculations for basin C
shows almost half the site to be impervious, but the building
envelope shown on the site plan indicates that the amount of
impervious area will be much less than this. Please revise these,
coefficients accordingly.
Please check street capacities for both the 2 year and the
100 year storm.
Grading plan needs more detail, including .all street and
swale slopes, high points of all roads, elevations showing how
drainage will be conveyed around the homes, and enough elevations
to completely define all swales and pans.
Please provide more detail as to how flows from roads and
offsite areas will reach the east -side and west -side swales.
Specifically, certain areas are shown crossing curbs and
sidewalks without chases being used, and offsite swales are.shown
draining into onsite basins, not into the swales.
Please provide more detail as to the guarantee of complete
restoration of the area adjacent to Spring Creek. A list of
requirements was sent back with the return of the preliminary
submittal. Please address these issues.
Please address tailwater issues with the storm sewer drain
at Spring Creek. If the 100-year wsel is higher than the crown
of the pipe at the outlet, tailwater effects could reduce the
amount of drainage obtained by the storm drains, or conceivably
it could introduce flows into the site.
Please see additional comments in the drainage report, on
all plan sheets, and on the drainage report checklist.

The 100 year storm has not been addressed with this
submittal. Please provide a plan, and verification of this plan,
for the major storm, demonstrating that street criteria will not
be exceeded, and that flooding will not occur around the area
inlet, or into garages in the surrounding area. Please verify
that flows from this storm will be safely conveyed to Spring
Creek.
All swales and concrete pans need to be designed. These
designs should take into account the major storm. A cross-
section of all swales should be shown on the drainage plan,
showing .the 100-year depth and the freeboard provided. Please
include offsite flows in all swale designs where appropriate. It
will need to be shown that the loo-year storm, with freeboard,
will not impose on the adjoining properties. Please include the
spot elevations of the adjoining properties on both sides.

29. You will also need variances for curvature that does not meet
current City standards and for the proposed 7' parking lanes.

32. Hastings Place has already been used. Please choose another
street name.
33. Please describe the accent paving.
35. The Title of the Site Plan should match the title of the plat,
ie "Indian Hills.Village PUD".
This concludes staff comments at this time. In order to stay on
schedule for the May 23, 1994 Planning and Zoning Board hearing,
please note the following deadlines:
Plan revisions are due May 6th by 8:30 an for Final Review (3
sets of plans and written documentation responding to the
above concerns),
PMT1s (one PMT of each plan sheet), colored renderings, and e
prints are due May 16th.
Final mylars and other documents are due as soon as possible
following the hearing.
Please be aware that the development agreement and utility
plans must be signed prior to the Planning and Zoning Board
Hearing, for all PUD's. If not, a condition will be placed on
the project giving you 30 days to finalise the plans and
agreement, after which time, you must submit a request for an
extension, to the Planning and Zoning Board.

20. Please rework the plant legend with sizes, quantities, and
labels for species. Remove the note about sizes, species, and
quantities to be determined by the Landscape Architect prior
to construction. In Fort Collins, all of that information
must be provided prior to Planning and Zoning Board approval.
21. Trees planted between. the sidewalk and curb on city ROW can be
of the follow types only:
Shade Trees: Green Ash, Hackberry, Burr Oak, American Linden,
and Littleleaf Linden.
Ornamental Trees: Radiant Crabapple, Springsnow Crabapple,
Mayday Tree.
22. Please rework the general note #3. The City Forester suggests
the following wording: The east and west tree lines shall be
thinned, pruned, and replaced starting the first year and
extending over a 10 year period. The City Forestry Department
shall be consulted about this work. The management plan is on
file in the Planning Department. All interior trees will be
pruned to city's medium prune standards.
23. Please add street trees between Lot 1 and Stuart Street.
Please add street trees between Lots 33-36 and Stuart Street.
Fort Collins is a "Tree City" and it is important to provide
shade trees on all collector streets. These trees should be
planted as close to the street as possible.
24. Please remove the note on the far left side of the site plan,
regarding"150' access. The first part of that note, up to
"within 150' of an approved fire access drive or public
street", should be added as a general note #3. The rest of
the note should be deleted. The units on Stuart Street will
be addressed off of Stuart Street, there. is not a problem with -
fire access to these units.
25. Would you consider having a single garbage removal contractor
for the entire development? This would cut down on the number
of trucks entering the development, reducing miles and
pollution.
26. Please indicate that the open space is "Existing Private Open
Space" . Please remove any reference to a gazebo, see
attached letter from Indian Hills Townhouses.
27. -Add a note to the plat that a variance to the requirements of
the Solar Orientation Ordinance was granted at the time. of
preliminary approval (ie revise the existing note).
28. You will need a formal, written variance from a traffic
engineer, to address turnaround requirements for Hastings
Place and Prouty Court. Engineering does not have the
information they need to base a decision on. If you have

easements are ok with Public Service, except that the private
drives also need to be dedicated as utility easements.
10. No trees shall be planted within 4' of gas lines.
11. Power, phone, and cable TV need to be joint trench adjacent to
walks and PSC gas will be in parallel easements.
12. Please see attached comment sheet for Stormwater Utility
comments. The drainage report and plans are not sufficient
for final approval. Staff will wait to see what comes in at
revision time, but strongly suggests that you hold off on the
final Planning and Zoning Board date until all of the major
drainage issues are adequately addressed. If the project is
appealed, for lack of a final drainage plan or for whatever
reason, you will lose much more time. Staff suggests that you
take the time you need to get the drainage submittal in final
form and delay until the June 27th Planning and Zoning Board
date.
13. Please see attached comment sheet for Mapping Division's
comments on the plat..
14. The setback information diagram is not acceptable. Setbacks
must be a single number, can't be 3' or 41, which is it?
15. Section 504 of the 1991 edition of the UBC as adopted by the
City requires that exterior walls of one and two family
dwellings located closer than 3 feet from a property line be
of one hour fire resistive construction. A parapet extending
30 inches above the roof surface is required unless the
structure complies with the exceptions to Section 1710.
Projections, such as cornices, eave overhangs or exterior
balconies shall not extend over the property line and must
comply with UBC sections 1711 and 504.
16. Please make a note on the site plan that parking will not be
allowed on the south side of.Stuart Street. This area will
need to be signed. Please call Tom Vosburg at Transportation
(221-6608) if you have questions.
17. Parkland fees are $779.00 per dwelling unit, collected at the
time.of building permit issuance.
18. Street oversizing fees are $584.00 per dwelling unit,
collected at the time of building permit issuance.
19. Parks will not maintain any landscaping in the ROW or in the
10' alley area. This must be maintained by the HOA and will
be subject to the language of the Site and Landscape Covenants
filed at the City with the site plan.

Dear Mr. Prouty,
City Staff has reviewed your submittal for Indian Hills Village
PUD- Final, and offers the following written comments:
1. Review of these plans should not be construed as a commitment
that telephone facilities sufficient to serve this project are
presently available. US West will provide telephone service
in accordance with the rates and tariffs on file with the
Colorado Utilities Commission.
2. Telephone facilities generally occupy rear lot utility
easements. If the developer prefers a front lot telephone
layout, the front lot easement should be wide enough to
accommodate all utilities that will be located there. The
developer will be responsible to provide recorded easements
for the telephone cables as placed.
3. The developer is responsible for provision of all trench,
street crossings, and ditch crossings for telephone facilities
within the project, and the developer pays up front
construction costs for facilities within the development.
4. Any relocation of existing telephone facilities required by
these plans will be paid for by the developer.
5. The developer may choose to provide joint trench for electric,
television, and telephone cables. In this case, the developer
coordinates the placing sequence of each utility.
6. Light and Power will require a utility coordinating meeting
before approving final plans.
7. Additional easements will be required per enclosed map.
8. Some trees will need to be relocated per enclosed landscape
map. Large shade trees need to be located a minimum of 40'
from lights and ornamental trees need 151. Have you resolved
your street lighting request with Light and Power?
