NOISE Since the northwest corner of the subdivision lies in close
proximity to SH 1 a minimum noise set -back distance will be
provided by the Department. The minimum set -back should be
maintained in order to mitigate the potentially adverse impact of
highway traffic noise. We also recommend that noise insulation of
the walls and double glazing of the windows exposed to the highway
also be provided. If appropriate measures are not taken to
mitigate traffic noise impacts this property may not qualify for a
state funded noise abatement project if funds for such a project
at this location were to become available.
UTILITIES If new utility lines or connections are necessary
within the state highway ROW, a utility permit will be required.
Prior to such utility work, Mr. Henry Rangel of the Department
should be contacted at (303) 350-2111.
My comments are based upon the submittal as received on July 8,
1994.

Dear Steve,
I have reviewed the submittal identified as Falcon Ridge - Final.
I find no record of previous review of this development. I offer the
following comments:
RIGHT-OF-WAY The plans show that the SH 1 right-of-way varies in
width. Projected traffic along SH 1 indicates the_need for a 150
foot total right-of-way, with 75 feet each side of the highway;,
centerline. Additional width to meet the projected need should be
protected by reservation or, preferably, dedication as permitted
by City regulations.
It should be noted that the existing ROW width of 68 feet for
County Club Road may not provide adequate ROW for improvementsof
the connection of County Club Road to SH 1 as they become needed
in the future. We recommend that an additional -wedge of ROW be
requested in order to accommodate future access improvements.
ACCESS The property is to access SH 1 by way of Country Club Road.
Since Country Club Road currently serves a large area east of SH
1, it can safely be assumed that a development of this size would
not increase traffic at that intersection by 20%. Therefore, the
Department has no warrant to require improvements at the
intersection based upon this development proposal. The City
should be reminded that vehicular use and operation of public
accesses to the state highway system is the responsibility of the
appropriate local authority, and that it is their obligation to
maintain conformance with the State Highway Access Code for those
public intersections as stated in Section 2.10.4 of the Code.
LANDSCAPING The landscape plan shows existing cottonwood trees
near the ROW of SH 1 and does not show additional plantings in
that area. That portion of the property which borders SH 1 is
indicated to be used as a detention pond and to be seeded with
native grasses.
