Other engineering comments have been sent to Stewart & Associates on a red - lined plan set. 9. A copy of the comment letter received from the Transportation Division is attached to this letter. 10. Parkland fees are currently $779 per dwelling unit. City Council will be considering a change to the fee structure on March 15th. The fee for this type of project may decrease. 11. Additional "Site Data" information as described in the submittal requirements for Final P.U.D.'s must be included on the Site Plan. Also, the necessary certifications and signature blocks as required for Final P.U.D.'s must be added to the Site Plan. Copies of the required information is attached to this letter. 12. The overall plan indicates that this project will be extending and constructing the 8' wide sidewalk along Harmony Road to Lemay Avenue. This walk, and the commitment for the walk, should be included on this submittal package. 13. There was off -site landscaping on the north side of Wheaton Drive provided for and approved 'with the Stonebridge P.U.D. -Preliminary. The final plans do not show this landscaping. 'r 14. There are a number of storm drainage issues that were discussed at Interdepartmental on February 25th. Basil Harridan should be contacted about these concerns. He can be reached at 221-6589. 15. The extended sidewalk along the Courtney Park property should be shown on the utility plans. 16. What are the trash enclosures going to look like? 17. What landscaping is being proposed for the landscape islands in front of the clubhouse and between building A, B, C, and D? 18. The Landscape Plan must include the standard language about "all landscaping be completed or acceptable collateral in the form of 125 % of the value of the landscaping must be provided prior to issuance of any certificates of occupancy". This completes the review comments at this time. Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please be aware ,.a Stonebridge Garden Apartment Complex PUD-Final March 1, 1994 Page 2 5. The Poudre Fire Authority has the following comments to offer: a. The entrance lane must have a 20' wide drive lane. It appears that the exit lane can be narrowed somewhat and additional width will have to be included on the entrance lane. b. As PFA understands it, all buildings are to be fully sprinkled, including the garage areas under the living units. C. Signage to prohibit parking in front of garage doors must be provided. d. Hydrants must be shown on the plans and curbs surrounding the hydrants must be painted red. The proposed common name of this development, Stonebridge P.U.D., conflicts with an existing development in Fort Collins known, as Stoneridge. A copy of the letter from PFA is attached to this letter. It is being recommended that another name be chosen for this development. 6. Is there to be a Homeowner's Association with this development; and, will the HOA maintain the bike path and sidewalk adjacent to Wheaton Drive? 7. A copy of the comments received from the Stormwater Utility is attached to this letter. 8. The comments received from the Engineering Department are as follows: a. The entry/exit driveway should intersect Wheaton Drive at less of an angle than is shown on the plans. b. The design of the off -site sidewalk along Harmony Road, through Courtney Park, must be provided if the walk is being built with this project. The construction of the walk by this developer was part of the Stonebridge P.U.D. preliminary approval. C. Dedication of areas outside the building envelopes as blanket easements is not clear on the subdivision plat. d. There is no plan to lay out and show the geometrics of the public/private sidewalks. Community Planning and Environmental Services Planning Department City of Fort Collins March 1, 1994 Jim Junge Junge/Reich/Associates 4141 Arapahoe Avenue, suite 100 Boulder, CO. 80303 Dear Jim, Staff has reviewed your documents for the Stonebridge Garden Apartment Complex P.U.D. - Final that was submitted to the City on February 7, 1994, and would lie to offer the following, comments: 1. A copy of the comment sheet received from U.S. West is attached to this letter. 2. Public Service Company has stated that it appears that the service to the clubhouse (at least) will be crossing the asphalt. Therefore, the developer needs to delay paving until the natural gas lines are installed. 3. The comments received from the City's Drafting & Mapping Department are as follows: a. Control monuments must be described. b. Are the building envelope ties from curve lines radial? Is so, then please include this information in Note 1 on the subdivision plat. c. The lines called "centerline typical" throughout Tract N are confusing. What are they ... centerline, or what? d. The legal description on the subdivision plat says Township $ North. It is actually Township Z North, as stated in the plat title. 4. The Light & Power Department has stated that the planned City streetlights are shown on a marked -up Landscape Plan (this plan has been forwarded to Linda Ripley only). The street tree locations must be adjusted, as necessary, to provide the required minimum 40' separation between trees and lights. It appears that the installation of electric facilities will probably result in a lateral clearance of less than10' to water or sanitary sewer in some locations. 281 North College Avenue • P.O.
