impose upon the adjacent residential project to the west, The Gates
at Woodridge P.U.D., or northwest, Imperial Estates. The addition
will have a negligible impact on the surrounding area and is,
therefore, found to be compatible with the neighborhood.
5. Design:
The addition will be attached to the west side of the building.
The exterior materials will match the existing building and be one
story in height.
RECOMMENDATION:
In review of the request to add four classrooms to Johnson
Elementary School, Staff finds the following facts to be true:
1. Public schools are a permitted use in the R-L-P Zone District.
2. The design of the addition is compatible with the existing
structure.
3. There is no impact on the surrounding neighborhood.
4. The design, location, and character of the new classrooms are
appropriate and meet City plans and policies.
Staff, therefore, recommends approval of Johnson Elementary School,
Classroom Addition, Site Plan Advisory Review, #83-93.

COMMENTS:
1. Background:
The surrounding zoning and land uses are as follows:
N: R-L-P; Vacant (Future Westfield Neighborhood Park)
S: R-L-P; Webber Junior High School
E: R-L-P; Single Family (Westbrooke P.U.D.)
W: R-L-P; Single Family (The Gates at Woodridge P.U.D.)
The area of Johnson Elementary School was originally part of the
Villages at Harmony West Overall Development Plan. Along with
Webber Junior High School, the combined campus is 30 acres.
Johnson Elementary School was approved by the Planning and Zoning
Board in 1987 and constructed in 1988. Webber Junior High School
was built in 1990.
Originally conceived as a three -track school, Johnson was
constructed with 51,000 square feet on 10.8 acres to accommodate a
maximum enrollment of 568 students in grades K through 6. With the
proposed addition of four new classrooms, Johnson will become a
partial four -track school.
2. City's Right to Advisory Review:
The City's right to conduct an advisory review of school facilities
can be found in two sections of Colorado Revised Statutes: Section
22-32-124, and Section 31-23-209. Under these sections, the
Planning and Zoning Board is authorized to make a finding as to the
location, character, and extent of the public buildings and
structures relative to the adopted Master Plan of the City.
3. Land Use:
Public schools are a permitted use in the R-L-P, Low Density
Planned Residential Zone District. The addition of four classrooms
is considered to be complementary and compatible with the purpose
and function of a public school.
4. Neighborhood Compatibility:
The four new classrooms will be constructed on the west side of the
existing building. Total square footage will be 5,163 square feet.
The addition will fit comfortably within the school grounds and not

PROJECT DESCRIPTION:
This is a request for a Site Plan Advisory Review to add four
permanent classrooms, totalling 5,163 square feet, on the west side
of Johnson Elementary School. The site is located at 4104 Seneca
Street, north of Webber Junior High School. The site is zoned R-L-
P; Low Density Planned Residential.
RECOMMENDATION: Approval
EXECUTIVE SUMMARY:
The request for four new classrooms at Johnson Elementary School
has been reviewed by the City in accordance with state statutes.
Public schools are permitted in the R-L-P, Low Density Planned
Residential Zone District. There is no impact on the surrounding
neighborhood and the design is compatible with the existing
building. The location, character and extent of the addition are
appropriate and meet City plans and policies.
