Design: The additions will be attached to the north and west sides of the building. The four new classrooms will total 5,127 square feet. The music room will be 1,648 square feet. The exterior materials will match the existing building and be one story in height. RECOMMENDATION: In review of the request to add four classrooms to Lopez Elementary School, Staff finds the following facts to be true: 1. Public Schools are a permitted use in the R-L-P Zone District. 2. The design of the addition is compatible with the existing structure. 3. There is no impact on the surrounding neighborhood. 4. The design, location, and character of the new classrooms and music room are appropriate and meet City plans and policies. Staff, therefore, recommends approval of Lopez Elementary School, Classroom and Music Room Addition, Site Plan Advisory Review, #84- 93. l Lopez Elementary School - Advisory Site Plan Review January 24, 1994 P & Z Meeting Page 2 COMMENTS: 1. Background• The surrounding zoning and land uses are as follows: N: R-L-P; Single Family S: R-L; Single Family and Troutman Park E: R-L-P; Single Family and Troutman Park W: R-L-P; Single Family Lopez Elementary School was built in 1985 and 1986. It is located on 9.5 acres and shares a common boundary with Troutman Park. It was constructed with 46,385 square feet for an anticipated capacity of 546 students in grades K through 6. Presently, the enrollment exceeds 546 and temporary modular classrooms provide overflow space. 2. City's Right to Advisory Review: The City's right to conduct an advisory review of school facilities can be found in two sections of the Colorado Revised Statutes: Section 22-32-124, and Section 31-23-209. Under these sections, the Planning and Zoning Board is authorized to make a finding as to the location, character, and extent of the public buildings and structures relative to the adopted Master Plan of the City. 3. Land Use• Public schools are a permitted use in the R-L-P, Low Density Planned Zone District. The addition of four classrooms and music room is considered to be complementary and compatible with the purpose and function of a public school. 4. Neighborhood Compatibilit The four new classrooms an$ music room will be constructed on the north side of the existing building. The additions will fit comfortably within the school grounds and not impose upon the adjacent residential areas. The additions will have a negligible impact on the surrounding area and are, therefore, found to be compatible with the neighborhood. ITEM NO. 3 MEETING DATE 1-24-94 STAFF Ted Shepard City of Fort Collins PLANNING AND ZONING BOARD STAFF REPORT PROJECT: Lopez Elementary School Addition - Site Plan Advisory Review, #84-93 APPLICANT: Poudre R-1 School District c/o Dulaney Architecture 5261 South Quebec Street, Suite 200 Englewood, CO 80111 OWNER: Poudre R-1 School District 2407 LaPorte Avenue Fort Collins, CO 80521 PROJECT DESCRIPTION: This is a request for a Site Plan Advisory Review to add four permanent classrooms and a music room on the north and west sides of Lopez Elementary School. Total size of the addition equals 6,775 square feet. The site is located at 637 Wabash, adjacent to and west of Troutman Park. The site is zoned R-L-P, Low Density Planned Residential. RECOMMENDATION: Approval EXECUTIVE SUMMARY: The request for four new classrooms and a music room at Lopez Elementary School has been reviewed by the City in accordance with state statutes. Public Schools are permitted in the R-L-P, Low Density Planned Residential Zone District. There is no impact on the surrounding neighborhood and the design is compatible with the existing building.
