a. - - The City and Larimer County have concerns about the proposed access
to the fire station from Country Club Road. Basically, the original Falcon .
Ridge PUD was not allowed to.have access to Country Club Road
between Colorado Highway 1 and the approved Fox Den Trail because of
horizontal distance separation and street grade (safety) concerns. The
PFA proposal will have to be discussed with both the City and County
Transportation Departments.
b. A publicly -dedicated cul-de-sac will still be needed at the north end of .
Falcon Ridge Drive, just south of the PFA site to provide for a public
turnaround (without having to turn around in private driveways). Possibly
the existing subdivision plat could be modified prior to recording to prevent
PFA from having to replat the property to accommodate the cul-de-sac.
C. There are off -site drainage problems associated with Phase Two of the
residential development that could affect the timing. on all or part of the .
Falcon Ridge PUD.
d. The current development agreement being negotiated between the City
and the developers of Falcon Ridge PUD establishesthe fact that no
building permits can be issued for any of the lots along Country Club
Road until all of the required improvements to Country Club Road are
completed.
e. No direct access to Country Club Road, either from the proposed fire
station or from Fox Den Trail, can be constructed until the streets internal
to the development and the improvements to.Country Club Road are
completed.

7. This request will have to go through the Amended Final PUD, review process,
which is nine weeks in length, culminating in a decision by the Planning and
Zoning Board.
8. A neighborhood information meeting must be held prior to formal submittal of the
amended PUD request.. Please work with Steve.Olt in scheduling this meeting.
lbtiming for the construction of the fire station, and its coordination with
the surrounding residential development, is critical. to the ability to provide
- electric service and who will have to pay, and when.
C. The transformer location should be coordinated with Light &. Power..
d. The normal. electric development charges will apply to this request.

3. The Poudre Fire'Authority indicated that one fire hydrant will be needed
somewhere along Country Club Road, even though the building will be equipped
With an automatic fire sprinkler system. Also, the proposed driveway, with break-
away bollards, going to the south into the residential development is -adequate
for PFA needs.
4. The Natural Resources Division indicated that they would like to do a field
check of the site. to determine if there are any "sensitive" areas that should be
addressed. Rob Wilkinson is your contact person if you have natural resource -
related questions.
5. The Stormwater Utility offered the following comments:
a. The property is in the Dry Creek Storm Drainage Basin, which has fees of
$5,000 per acre, based on the runoff coefficient for the proposed land
use.
b. The property (these lots) is intended to drain into the detention. pond
adjacent to the west. There could be drainage effects on the adjacent lots
as the storm water attempts to get to the detention pond. This site cannot
dump onto other lots, which could require underground significant piping.
C. An erosion control plan must be submitted to the Stormwater Utility for
review.
d. The standard drainage report submittal requirements will apply to this
request.

Request for a new fire station on Lots 15, 16, and 17 of the approved (but not recorded)
Falcon Ridge PUD, located at the southeast corner of Colorado Highway 1 (Terry Lake
Road) and Country Club Road. The property is zoned rp - Planned Residential with a
PUD condition.:
COMMENTS:
The Zoning Department offered the following comments:
a. The property is in the rp - Planned Residential Zoning District and the
zoning on this property does have a planned unit development (PUD).
condition attached to it.
b. The property is in the Residential Neighborhood Sign District and,
therefore, all signage will be subject to the requirements of that section of
the Sign Code (administered by the Zoning Department).

2. The'Light & Power Department offered the following comments:
a. Three-phase power is not available in this area and the fire station
probably cannot function with single-phase power. It would need a 300 kV
single-phase source ......and there is no such animal!
