25. Question: What about the lighting proposed for this project?
Answer: It will meet the residential standards. There will
be 8' to 10' high poles with down -directed
incandescent light fixtures. They will be on
timers. There will be balcony light from the units
only. The City has standards to evaluate and
restrict light spillage from the site.
26. Question: Will Wheaton Drive have a bus route?
Answer: No. Bus routes are typically located on arterial
streets.
27. Question: How far will the buildings be set back from Wheaton
Drive?
Answer: They will be about 30' from the property line and
40' from the curbline of the street. There will be
berming provided between of the buildings and the
street.
28. Comment: We would like to build the sidewalk along Harmony
Road adjacent to Courtney Park so that there will
be continuous sidewalk between Wheaton Drive and
Lemay Avenue.
At this time Mr. Junge asked the participants a series of questions
about some design elements of the plan and encouraged responses to
the questions:
* Do you want another neighborhood meeting? Yes, we would like
one.
* Referring to Plan C - do you want parking located outside,
between the buildings and the streets? No, we do not.
* Do most people prefer parking on the interior of the site?
Yes.
* Do you want fencing along Wheaton Drive with this project?
No, we prefer berming and landscaping.
* Would people like landscaping on the northeast side of Wheaton
Drive, adjacent to Golden Meadows? Yes, do it!
18. Question: How long will this project take to construct, start
to finish?
Answer: We want to begin next spring, 1994, and finish by
about March of 1995.
19. Question: Where will construction parking be accommodated?
Answer: We will accommodate our construction parking on -
site and the access will be from Wheaton Drive via
Harmony Road.
20. Question: Will the roof shingles and siding match the
Courtney Park Apartments?
Answer: They will be very similar to the materials and
colors of Courtney Park.
21. Question: Is there a proposal to install a traffic light at
the intersection of Wheaton Drive and Lemay Avenue?
We would like this to be considered.
Answer: Traffic warrants will have to be met before a light
would be installed. The required traffic study will
determine this.
22. Question: How may parking spaces will be provided with this
project?
Answer: There are planned to be 320 parking spaces,
including the garages.
23. Comment: I have a concern about security and the safety for
the neighbors. Plan B, with the parking interior to
the site, serves me best. I like the single point
of access into the development. It makes it feel
more like a "gated" community. I am pleased to see
3 alternatives for the layout of the development
presented.
24. Question: What type of landscaping is being proposed? What
will be the sizes and types of plant materials?
Answer: We will not skimp on the landscaping. It will meet
the City standards of 2" caliper or larger for
deciduous shade trees. There will be a lot of
evergreen trees that will help soften the project.
Location is the key, with lots of plant material
around the perimeter of the project for screening.
There must be a balance between quantity and
quality. Berming is very important to the visual
character of the project. The Harmony Corridor Plan
has a palette of plant materials that will govern
the landscape style and materials.
12. Question: There is concern about affordable housing in Fort
Collins. Are rents at $750 to $850 per month
considered affordable? Who will manage this issue?
Will students combine to afford these rents?
Answer: City policy and code regulates the maximum of three
unrelated individuals in a living unit. Non-
compliance is a code enforcement issue.
13. Question: What will be the make-up of the future tenants?
Answer: It will be people waiting for homes to be built,
young people who can not afford a single family
home yet, new people moving into Fort Collins.
Demographics indicate that students will not live
beyond a one mile radius from campus. Less than 5%
will "commute" to campus, and they are usually
graduate students or married couples.
14. Question: How will the stormwater runoff for this site be
handled? Won't this development compound the
situation? Is the storm drainage facility sized to
handle this new development?
Answer: The storm drainage facility will be sized to handle
this development. There must be on -site stormwater
detention provided and the release rate cannot
exceed the historic flows for this site.
15. Question: How will the use of the private garages be
controlled, especially if the project is sold?
Answer: The City cannot manage the development. It has no
control over private development covenants. We will
make sure that the P.U.D. provides adequate parking
and there will be an on -site management program.
The City Zoning Code does not allow business uses
in the garages.
16. Comment: We will want the garages to be screened from
Wheaton Drive.
17. Question: How big is Courtney Park and how many units are
there in that project? What is Courtney Park like
compared to your project?
Answer: Courtney Park is on about 13 acres, compared to our
10 acres, and it has 240 living units (was approved
for 253), compared to our proposed 170 living
units.
5. Question: What will the elevations of the buildings on
Wheaton be like?
Answer: We are willing to put the end section, 2-story
facades along that street.
6. Question: Will parking be allowed on Wheaton Drive?
Answer: No, parking will not be allowed on Wheaton Drive.
All the required parking for this project will be
provided on -site.
7. Question: What will be the total number of occupants in this
project?
Answer: There will be 3-bedroom units proposed for all
related individuals (a family), 1- and 2-bedroom
units proposed for two related individuals. Full-
time on -site management will be provided. The rent
level and market will determine the occupants.
These units will be priced similar to the Courtney
Park Apartments, $750 to $850 per month and up for
a 1,100 square foot 3-bedroom unit.
8. Question: Where are the garages?
Answer: There will be 10 garages in each apartment building
and freestanding garage buildings in the parking
areas.
9. Question: What about parking for boats, motorbikes, etc?
Answer: They will be screened from view if the parking
areas are interior to the site. Berming and
landscaping will be provided for visual buffer.
10. Comment: We would prefer to have the access for this project
align with the proposed shopping center egress/out
on Wheaton Drive rather than have it directly
across from the Monte Carlo Drive intersection.
11. Comment: There is lots of traffic and pedestrian use on
Monte Carlo Drive from Golden Meadows to Kruse
Elementary School. The increased traffic from this
multi -family project will compound already existing
traffic problems. Additional traffic from the
future shopping center will further compound the
issue.

The potential applicant, Jim Junge, has expressed an interest in
developing a multi -family residential project on vacant land at the
northwest corner of East Harmony Road and Wheaton Drive.
The purpose of this meeting was to introduce Mr. Junge and his
representatives to the affected property owners and other
potentially affected interests in attendance and enable them to ask
questions about, express their concerns about, or express their
support for the development proposal. The following questions,
concerns, and responses were expressed at the meeting:
1. Question: Are the 2- and 3-story buildings similar to the
units on the west side?
Answer: Yes, they will be similar to the Courtney Park
Apartments.
2. Question: What is the mass of the buildings on Wheaton Drive?
Answer: They will be 26' high, in two stories, with pitched
roofs.
3. Question: As a P.U.D., will this be developed in stages?
Answer: It will be built as "one" whole project. It will be
built all at one time.
4. Question: what will the topography, the grade, of the site be
like?
Answer: It will be regraded lower than it is now, with
berms along the street frontages. The storm
drainage is toward Harmony Road.
