This completes the review comments at this time. Additional
comments may be forthcoming as the various departments and
reviewing agencies continue to review this request. Please be aware
of the following dates and deadlines to assure your ability to stay
on schedule for the January. 24, 1993 Planning and Zoning Board
hearing:

number of folded revisions required for each document.
PMTes, renderings, and 8 folded copies of final revisions (for the
Planning and Zoning Board packets) are due January 18, 1994.
Final documents (including the signed development agreement,
applicable mylars and utility plans) are due January 21, 1994.

However, at this time the submittal information received by the
City does not appear to be adequate for this request to be heard by
the Board on January 24th. I will be out of my office until

d. Approved "No Parking - Fire Lane" signs must be posted on
opposing garages and at the ends of parking islands.
Curbs in these areas must be painted red.
8. The "Overall Development Plan" that was submitted to give the
relationship of this site to the surrounding area is very
helpful. It should be pointed out, however, that the use and
locational information shown on the south side of East Harmony
Road is incorrect. PACE Warehouse, Steele's Market, and First
Bank are all in the Harmony Market P.U.D., which is on the
west side of South Lemay Avenue. The Real Estate Office and
Key Bank are located at the southeast corner of East Harmony
Road and South Lemay Avenue, in the Block One of Oakridge
P.U.D.
9. The Technical Site Plan should include Preliminary in the
title.
10. Is there to be an on -site office with this development and
where will it be located?
il. There does not appear to be a conveniently located trash
receptacle/enclosure for the pool and cabanna area.
12. Are any of the proposed garages designed to meet, the
handicapped accessible requirements? Also, there are no
standard handicapped parking spaces and ramps shown on the
Site Plan.
13. The Poudre Fire Authority has concerns about the function of
the proposed bridges over the water feature.at the entry to
the development. How steep will the slopes be on these
bridges?
14. One major discrepancy between the Drainage Plan and the
Landscape Plan is whether there will be.a ditch and existing
concrete pan or significant berming along the East Harmony
Road frontage.
15. A planting island should be included, if possible, between the
12 auto garage and the end island just north of Building D.
This would break up the paving mass and give good separation
between facing parked autos.
16. The developer is committing, in the Planning Objective
document, to the construction of the sidewalk along the .north
side of East Harmony Road from his property to South Lemay
Avenue. The means and timing for this construction will have
to clearly specified in the Development Agreement.
17. It is possible that the project could receive bonus points on
the Residential Uses Density Chart in the Land Development
Guidance System for 'o'- neighborhood public transit
facilities (the off -site sidewalk), 't'- a portion of the on-

The Engineering Department's comments are as follows:
a. The Final Subdivision Plat will need to describe the
building envelopes in sufficient detail to enable them to
be laid out in the field.
b. Relative to the Utility/Grading Plan:
- Is the sanitary sewer existing in Monte Carlo
Drive?
Details of the interior streets (horizontal layout,
structure, etc.) will be needed with the Final
P.U.D.
The detail/design of the proposed storm pipe and
the 8' detached sidewalk along Harmony Road is
needed.
C. The Site Plan is missing the sidewalk geometrics and the
details of the parking layout are incomplete. The brick
paver crosswalk shown at the entry from Wheaton Drive is
not allowed in the street right-of-way. The private drive
entrance must be concrete from the street to the property
line.
d. The Transportation Division is reviewing the striping
plan recommended in the traffic impact analysis to
determine if it is acceptable.
e. A soils report will be required with the Final P.U.D.

The comments received from the Poudre Fire Authority are as
follows:
a. The submittal documents indicate that all 2- and 3-story
buildings will be provided with automatic fire sprinkler
systems. All equivalencies contained in the Fire and
Building 'Code may be applied.
b. The fire sprinkler service lines must be shown on the
utility plans and be in accordance with City Water
Department design specifications.
C. All turning radius within the parking lots must be a
minimum of 20' inside and 40' outside. The internal
traffic island shown just west of the proposed clubhouse
appears to constrict turning movements for fire
apparatus. PFA recommends against this use.

Dear Jim,
Staff has reviewed your documents for the STONEBRIDGE GARDEN
APARTMENTS, Phase 2 of the Golden West P.U.D. - Preliminary that
were submitted on December 6, 1993, and would like to offer the
following comments:
1. The documentation received for the storm drainage
considerations related to this site is not sufficient for the
Stormwater Utility to continue their review at this time. It
is being recommended that this request be continued to. the
February 28th Planning and Zoning Board hearing date to allow
time for your engineering consultants to provide the required
.storm drainage information for review by the City. A copy of
the comments received from the Stormwater Utility is attached
to this letter. All specific storm drainage questions should
be directed to Glen Schlueter. He can be reached at 221-6589.
2. The Columbine CableVision Television Company has stated that
they would like to see the apartments wired in a "home run"
system. Also, they would like to work with the developer with
regard to a joint trench with the telephone system.
3. A copy of the comments from U.S. West is attached to this
letter. '
4. The Public Service Company has reviewed this development
request and has no problems or concerns at this time.
5. The City Light i Power Department has stated that they think
a utility coordination meeting would be beneficial to discuss
the placement of utilities that would be adequate for all
utility services involved. There may be some tight spots in
the development due to the separation requirements. Kevin
