Dear Steve,
I have reviewed the Southbridge Garden Apartments - Phase 2
proposal which would complete the Golden West PUD. There is no
change of access proposed along the. state highway, and access is
to be provided by a new single access to Wheaton Drive, at
approximately 300 feet north of the centerline of Harmony Road.
The Wheaton Drive access to SH 68 currently exists as anticipated
by the Harmony Road Access Control Plan as a right -in, right -out,
left -in access. Signalization of the intersection is not to be
allowed, in accordance with the ACPlan. I have reviewed the Site
Access Study (which addresses the development as Courtney Park,
Phase II), and found it to be reasonable. The Conclusions
provided in the Study (as presented on page 4) summarize the
issues. The main points which should be considered in regard to
this development seem to be the recommendation of.striping to
allow a continuous two-way left -turn lane for Wheaton Drive
between Lemay and Harmony, and the possible signal warrants which
could be met at the Lemay/Wheaton/Whalers.intersection in the
long-range future. It appears that the future development of the
property which. borders Wheaton on the east side could,present.
some operational problems for the Stonebridge access as the
property may experience a high intensity commercial use.
No additional Right -of -Way request is made.
No access permit will be required as there are no changes of
access to Harmony Road.
The Landscaping Plan has been reviewed, and no problems
appear evident. It appears that landscaping within the state
highway ROW will be limited to grass. It should be noted that no
landscaping should be allowed which would impair sight distance
at any highway access, present a safety hazard, or unreasonably
conflict with future highway expansion. The trees which are
