LEVEL -OF -SERVICE CRITERIA
SIGNALIZED INTERSECTIONS
Level -of -service for signalized intersections is defined in terms of delay.
Delay is a measure of driver discomfort, frijetration, fuel consumption, and lost
travel time. Specifically, level -of -service criteria are stated Jn terms of the
average stopped delay per vehicle for a 15-mintil:e analysis period.
Level -of -service A describes operations with very low delay, i.e., leas than 5.0
seconds per vehicle.
Level -of -service B describes operations with delay in the range of 5.1 to 15.0
seconds per vehicle.
Level -of -service C describes operations with delay in the range of 15.1 to 25.0
seconds per vehicle.
Level -of -service D describes operations with delay in the range of 25.1 to 40.0
seconds per vehicle.
Level -of -service E describes operations with delay in the range of 40.1 to 60.0
seconds per vehicle. This is considered to be the limit of acceptable delay.
Level -of -service F describes operations with delay in excess of 60.0 seconds per
vehicle. This is considered to be unacceptobls to most drivers.

APPENDIX A
It is recommended that Wheaton Drive be striped as a two lane
street with a continuous two-way left -turn lane between Lemay
Avenue and Harmony Road. While the traffic volumes do not warrant
the center turn lane, there is ample width to provide this cross
section along with bike lanes, if that is the desire of the City
of Fort Collins.
III. Conclusions
The following summarizes the significant findings as a result
of this study:
' - The Courtney Park, Phase II traffic can be accommodated on
the area streets. It is expected that approximately 1230 daily
trip ends will be generated by the proposed uses.
- Current traffic operation at the area intersections is
acceptable.
t- in the short range future (1995), the key intersections
generally operate acceptably.
- In the long range future (2010+), the key intersections
will generally operate acceptably. A signal will likely be
warranted at the Lemay/Wheaton/Whalers intersection. Harmony Road
is assumed to have a six lane plus turn lane cross section.
A single lane in each direction with a continuous two-way
left -turn lane is recommended for Wheaton Drive between Lemay
Avenue and Harmony Road.
When land to the east of Courtney Park, Phase II develops,
the traffic study for that development should address impacts along
McMurray Avenue and revisit the operation along Wheaton Drive,
between Harmony Road and Lemay Avenue.

Trip Distribution
' Trip distribution was determined based upon an evaluation of
trip attractions and the most likely routes available to travel to
those attractions. The directional distribution of the approaching
and departing traffic generated at Courtney Park, Phase II is a
' function of:
- Geographic location within the City of Fort Collins;
- Location of employment and business center uses which are
likely to attract trips;
- Access to the site.
Figure 5 illustrates the trip distribution percentages used in the
subsequent traffic assignments.
Traffic Assignment and Intersection Operation
' Using the vehicular trip generation estimates presented in
Table 2, the site generated traffic was assigned to the area street
network. The analyzed intersections were Harmony/Lemay, Lemay/
Wheaton, Wheaton/Courtney Park Access, and Wheaton/Harmony.
Figure 6 shows the 1995 peak hour traffic assignment. This
assignment includes the increase in background traffic as described
1 earlier in this report and the traffic generated by Courtney Park,
Phase II. Table 3 shows the peak hour operation at the key
intersections. Calculation forms are provided in Appendix D. All
' of the analyzed intersections will operate acceptably. Trips to
the east along Harmony Road will likely utilize Monte Carlo Drive
to McMurray Drive, then turn east at the Harmony/McMurray
signalized intersection. The number of Courtney Park, Phase II
trips using this route will be very few. There is sufficient
excess capacity at the Harmony/McMurray signal to handle these
trips. It is more appropriate that this intersection be analyzed
in the traffic study for the aforementioned grocery store based
shopping center.
Figure 7 shows the long range peak hour traffic assignment.
Table 4 shows the peak hour operation at the key intersections.
Calculation forms are provided in Appendix E. All intersections
I will continue to operate acceptably except for minor street left
turns and throughs at the Lemay/Wheaton/Whalers intersection with
stop sign control. Based upon these traffic projections, this
intersection will meet signal warrants. With a traffic signal, the
I Lemay/Wheaton/Whalers intersection will operate acceptably. At
the traffic levels shown, it is assumed that Harmony Road will have
three through lanes in each direction, plus right- and left -turn
lanes at appropriate intersections.

With the existing control and geometry at the key
intersections, the peak hour operation is shown in Table 1. The
operation is deemed acceptable at all intersections. Acceptable
operation is defined as level of service D or better. Descriptions
of level of service from the 1985 Highway Capacity Manual for
signalized and unsignalized intersections are provided in Appendix
B. Calculation forms for the operation shown in Table 1 are
provided in Appendix C.
III. Proposed Development
Courtney Park, Phase II is proposed to be developed as an
apartment complex. A schematic site plan is shown in Figure 4.
It is proposed that one access driveway be connected to Wheaton
Drive approximately 300 feet north of Harmony Road. This access
will serve the 167 apartment units within Courtney Park, Phase II.
No connection is proposed to the existing Courtney Park Apartments
to the west. It is assumed that Courtney Park, Phase II will be
developed by 1995. The vacant land to the east, between Wheaton
and McMurray, is being considered for a grocery store and other
miscellaneous commercial uses. The status of this development is
not known at this time. The short range traffic projections in
this study assume no development on the grocery store parcel. The
long range traffic projections in this study assume a grocery store
based shopping center on this parcel. However, the volumes
associated with the grocery store parcel are order of magnitude
projections. When a firm development proposal is put forth on this
parcel, the traffic study for that development should address
specific access intersections and utilize the Courtney Park, Phase
II Site Access Study as a source for the background traffic.
Trip Generation
Trip generation estimates for the proposed apartment complex
were obtained from Trip Generation, 5th _Edition, ITE. Table 2
shows the trip generation used for Courtney Park, Phase II.
Background Traffic
Background traffic is defined as the traffic that is and/or
will be on the area streets, but is not related to the proposed
development. Background traffic was projected to increase at the
rate of 3 percent per year to the short range future year
considered in this study. The site generated traffic is added to
the background traffic. The long range background traffic was
developed following review of various traffic studies in this area
and the "North Front Range Regional Transportation Plan."

I. Introduction
Courtney Park, Phase II is a proposed apartment residential
use, located in the northwest quadrant of the Harmony/Wheaton
intersection in Fort Collins, Colorado. The site location is shown
in Figure 1. This site access study addresses the short range and
long range impacts and operation at key intersections. This study
uses data developed in a number of other traffic studies performed
for other developments in this area of Fort Collins.
The primary streets that will be impacted by Courtney Park,
Phase II are: Harmony Road, Lemay Avenue, and Wheaton Drive.
These streets, along with others, are shown in Figure 2.
Harmony Road is classified as a major arterial on the Fort
Collins Master Street Plan. The segment between Lemay Avenue and
Wheaton Drive has a four lane, plus left -turn lane at appropriate
intersections, cross section. There is a grass median and right -
turn auxiliary lanes. There is signal control at the Harmony/Lemay
intersection.
Lemay Avenue is classified as an arterial street. It has a
four lane plus center turn lane cross section. Traffic on Lemay
Avenue, both north and south of Harmony Road, will grow as a
function of development in the area, especially to the south of
Harmony Road.
Wheaton Drive is a public street that connects Harmony Road
to Lemay Avenue in a semi -circular alignment. It is not classified
by the City of Fort Collins, but functions as a minor collector.
Wheaton Drive has stop sign control at Harmony Road at a limited
right-in/right-out/left-in intersection and stop sign control at
an intersection with Lemay Avenue. At its intersection with Lemay
Avenue, Wheaton Drive lines up with Whalers Way.
Land uses in the immediate area are commercial, residential,
and vacant. Retail uses are southwest of the site. Office uses
are proposed to be located to the south within Oak Ridge PUD.
Residential uses are to the north and west of the site. The
initial Courtney Park apartment development is west of this site.
There is vacant land to the east across Wheaton Drive. Land in the
area is flat. The center of Fort Collins is north of Courtney
Park, Phase II.
II. Existing Conditions
Peak hour intersection counts were obtained in 1992 and 1993
and are shown in Figure 3. These counts are provided in Appendix
A.
