11. A standard drainage report submittal is required, to include
a drainage report, drainage and grading plan, and erosion
control plan.
12. It is important to consider immediate and future access points
and curb cuts into the property for this use and potential
future uses. A full traffic study will not be required;'
however, a letter defining your use, the number of employees,
and anticipated customer and service traffic should be
submitted to the City for review.- East Lincoln Avenue is
designated on the City's Master Street Plan dated July, 1989,
to be a 4-lane arterial street..
13. An arterial street right-of-way width of 100' (50' either side
of the centerline) has been dedicated for East Lincoln Avenue.
A 15' wide utility easement, outside of and adjacent to the
street R.O.W., is required on this property. Also, a 5' wide
sidewalk, to the outside edge within the street R.O.W., is
required on this property. The City will reimburse you for l'
of width of the sidewalk.
14. Street oversizing fees will apply to this request and be
collected at the time of issuance of building permits. The fee
for the retail use portion will be $14,005 per acre. The
brewhouse will fit into a different use category. Please
contact Matt Baker of the Engineering Department for
assistance with determining the street oversizing fees for the
brewhouse. He can be reached at 221-6605. The fees will be
based on the area of the site to be developed.
15. You will be obligated for your 1/2 of the local street
improvements to East Lincoln Avenue at the time of this
development. You must either construct or put up the money for
the improvements now. The City does not have immediate plans
for improvements to East Lincoln Avenue in this area. Please
contact Mike Herzig or Kerrie Ashbeck of the Engineering
Department, at 221-6750 (Development Review Division of
Planning), with questions pertaining to the timing and scope
of street improvements.
16. A standard utility plan submittal, to include the preliminary
design for future curb and gutter, is required.
17. The IP Site Plan Review is a City staff and affected outside
agencies review with an administrative public hearing
conducted by the Director of Planning. The request will be
evaluated against the applicable All Development Criteria of
the Land Development Guidance System. It is also subject to
the performance standards of the IP Zoning District. You
your property. -That is a distance of approximately 400' to
5001. The sanitary sewer main would have to be extended even
further if and when you want to develop the westerly portion
of the property in the future. Mark Taylor of the
Water/Wastewater Department is your contact person with
questions pertaining to water and sanitary sewer services. He
can be reached at 221-6681.
4. The on -site driveways and parking areas must be designed with
emergency and fire access in mind. There is an 80' diameter
turnaround requirement that possibly could be provided for on
the rear of the lot in conjunction with your service/delivery
area. There is an existing fire hydrant in front of 824 East
Lincoln Avenue that may be adequate for the required fire
flows to this site. Please contact Warren Jones of the Poudre
Fire Authority with questions pertaining to fire prevention.

5. The building is proposed to be in excess of 5,000 square feet
in size. You will either have to provide containment in spaces
of less than 5,000 square feet, with 1-hour fire wall
construction between the spaces, or install an automatic fire
sprinkler system throughout the building.
6. The National Fire Protection Association is an agency that
will review the grain silo element of the proposal.. They deal
with dust -generating storage areas that have special
requirements about such things as explosion -proof electrical
systems.
7. There are special building code requirements for all exterior
walls that could be located closer than 10' to the property
lines.
8. If any hazardous materials are to be used it is important to
work with the Building Inspection Department concerning the
storage of the materials. Please contact Sharon Getz at 221-
6760 with questions pertaining to building code requirements
and hazardous materials use and storage.
9. This property is in the Old Town Storm Drainage Basin. There
presently are no fees associated with this basin; however, the
City Stormwater Utility is evaluating the possibility of
initiating a fee requirement for this basin, which could occur
as early as November of this year. The property is in the
Cache La Poudre River 100-year flood la n. All buildings must
be flood -proofed or elevated a minimum of 18" above the 100-
year flood (high waterline) elevation. Apparently lenders will
require flood insurance on all properties located within a
floodplain.
16. On -site stormwater detention is required for this use. The
storm drainage outfall must be determined with a drainage
study. If any or all of the stormwater is to go to the north,

LAND USE DATA:
Request for a new 8,000 square foot building on a 34,000 square
foot (0.78 acre +/-) site that is part of a 3.78 acre (+/-) parcel
of ground.
COMMENTS:
1. This property is in the IP, Industrial Park Zoning District,
which allows the intended brewing and retail sales uses as
permitted "uses -by -right" in the district. The retail sales is
considered to be an accessory use to the brewery. The request
must meet all the criteria of the IP Zoning District,
including the requirement for an IP Site Plan Review and
administrative public hearing conducted by the Director of
Planning. Please see the enclosures that provide the relevant
information and requirements for this process.
An alternative to the aforementioned process is a planned unit
development (P.U.D.) review, with all final decisions being
given -by the Planning and Zoning Board at a public hearing.
Information on the P.U.D. review process will be provided.at
your request.
2. There is existing 3-phase power located. at the southeast
corner of the parcel you are intending to develop that is
sufficient to provide electric service to this site. The
standard electric development charges will apply to this
request. Please contact Alan Rutz of Light & Power with
questions pertaining to electric service. He can be reached at
221-6700.
3. A 16" water main exists in East Lincoln Avenue that can
service this property. Sanitary sewer does not exist in the
area. An 8" sanitary sewer main exists to 830 East Lincoln
Avenue, to the east, that can and must be extended to serve

For your information, attached is a copy of the Staff's comments concerning the request for
a new site for Odell's Brewery, 800 East Lincoln Avenue, which was presented before the
Conceptual Review Team•on September 7, 1993.
This is a request for an 8,000 square foot building to be used for a brewhouse and retail sales.
The site is located on the north side of East Lincoln Avenue across from Link'N' Greens Golf
Course.
The comments are offered informally by Staff to assist you in preparing the detailed
components of the project application. Modifications and additions to these comments may be
made at the time of formal review of this project.
