Recommended spacing between street trees is 40' on -center and, as shown, they are about 60" on -center. 19. The plants as shown on the east side of this project appear to be on the Colorado Monument Co. property. If these are new plantings to be installed by you then an off -site landscape agreement would be necessary. Who will maintain these plants? 20. More information on the materials and colors of the building are needed for review. This completes our review and comments at this time. It appears that this property does have to be platted before development can occur (please see the attached copy of the relevant section of the City Code). A minor subdivision plat review (if less than 7 lots) is required and can be done in conjunction with this request. A copy of the minor subdivision requirements is enclosed. 8. The plans must show the type of hard surface material that you are proposing for the driveway and parking areas. 9. The City Code requires that a minimum of 6% of the parking/loading areas must be in landscaped islands. The plans, as shown, do not comply with.the code. 10. The City Code requires that the perimeter landscaping screen at least 20% of the cross -sectional view .of the parking lot from the East Lincoln Avenue. Berming and/or additional trees and shrubs are needed for compliance. Please consider the use of evergreens, for additional opacity, in creating your buffer. 11. The Public Service Company, has stated that no trees can be planted within 4' (horizontally) of their gas mains. 12. A.copy of the comments received from U.S. West is attached to this letter. 13. A copy of the ..comments received from the City's Stormwater Utility is attached to this letter. 14. The Poudre Fire Authority has stated that you must show the fire hydrants on the north side of East Lincoln Avenue on the Site Plan. The proposed building size requires that it be fully sprinkled. The building does exceed the 150' maximum distance access requirement. The fire truck turnaround (90' radius) is not necessary when the building is to be equipped with an automatic fire sprinkler system. 15. The Natural Resources. Department would like to.be involved in the solutions for the landscaping associated with detention pond area and its interface with the building and other site improvements. They will be happy to provide you with recommendations for drought tolerant grass mixes. In general, the proposed landscape plan seems to juxtapose "native" grasses with introduced, ornamental trees and shrubs. Using native trees and shrubs would be more compatible. 16. The Landscape Plan shows existing vegetation north of the proposed building. What type of vegetation is.there and will it be preserved or removed? 17. Foundation plantings along the south and west sides of the building should be provided for scale and bulk reduction. The Site Plan should include information on the existing land use(s) within 150' to the north of this property, similar to the information provided in the other three directions. 2. Does this development intend to sell off the western portion of the site? If so, the plans should show the western portion as a "future phase" and clearly differentiate between the two phases. The western parcel will be required to provide buffering and screening to the existing residential area to the west. 3. There are certain to be odor emissions generated by this use. What mitigation measures are being planned to deal with these emissions? 4. A future 5' wide sidewalk is being proposed along East Lincoln Avenue. Who will be responsible for the cost and construction of this sidewalk? 5. Bicycle parking should be provided on -site, close to the entrance to the building. The location of the bicycle parking should be shown on the plans. 6. General Note 9 on the Site Plan references proposed exterior lighting. More information about specifics such as the height of the light poles, the type of light source, how the fixtures will be shielded to prevent off -site light spillage is needed. 7. The property must be subdivided (into one or more lots, depending on your needs) and platted if it is not already platted. This property was part of the Buckingham Place annexation and subdivision plat that was approved in the early 1900's (1903 to 1904), but the plat that included this 281 North College Avenue • P.O.
