be controlled to meet the City of Fort Collins

criteria.
We have found the additions to have no significant drainage or
erosion impact to the site or to the City of Fort Collins. Therefore, we
request the City of Fort Collins staff to view the additions favorable
and recommend approval.

Erosion Control Plan
Construction will occur shortly after the City approves the plans. The
anticipated construction starting date is in February, 1994. The
additions are anticipated to have the foundation and slabs completed
prior to April. Therefore, the erosion impact is anticipated to be
minimal.
We have evaluated the erosion impact in accordance to the City of Ft.
Collins Drainage Manual. See Appendix C. The addition in the north-
west corner was evaluated and determined to require a performance
standard of 82.5%. This addition will be built in a sodded grass area.
Therefore, the only erosion anticipated is in the area of the
foundation. The installation of a silt fence up gradient and adjacent
to the sidewalk is recommended and shown on the Erosion Control
Plan. An effectiveness of 88.0% is achieved with the installation of
the silt fence. Therefore, the erosion control meets the standards set
by the City of Fort Collins.
The other additions are not anticipated to have any significant
impact to erosion due to their Locations and how they will be
constructed.
Wind erosion is not anticipated to impact the site. The site is located
in the moderate erodibility zone and meets the two hundred foot
(200') maximum barrier spacing in the direction of the prevailing
winds as required in the Drainage Manual.

The proposed construction will consist of 1000 square feet of
building located near the north-west corner of the building. This
addition will be used for a Physical Therapy Room and additional
office space. Along the eastern portion of the building an addition of
800 square feet will be added as a dining room and an existing roof-
top patio will be converted into an office area. An additional 2755
square feet of sidewalk and parking will be added to serve the
western addition.

will have an impact on the 100
year storm
runoff and potential
erosion
control.
The other two additions are being constructed on materials
containing similar imperviousness. Therefore, these additions will
not impact the 100 year storm runoff.
The 100 year storm event runoff was calculated for both the existing
site and the site with the proposed additions. See Appendix B. The
100 year flow is anticipated to increase by approximately three
percent (3%) from 25.3 cubic feet per second (cfs) to 26.2 cfs.
Drainap-e Pattern
The additions do not alter the existing drainage flow patterns. The
existing runoff sheet flows to swales created in the grass areas as
well as in the paved areas. The additions are not being constructed
in a manner to alter these patterns.

Dear Loren:
This drainage and erosion control plan has been submitted to meet
the criteria requested by Glenn Schlueter, City of Fort Collins Storm
Water Utility Engineer. This criteria was discussed with Mr.
Schlueter with members of your office as well as verified by
telephone on December 22, 1993 by myself.
The following items are evaluated in this report based on the
information requested by the City:
* Evaluate the 100 year storm event impact due to the addition.
* Evaluate changes to the drainage pattern due to the addition.
* Evaluate the need and recommend erosion control.
Site Description
The site is located on the north-west corner of Lemay Avenue and
Stuart Street in Fort Collins. Positive drainage is to the north toward
Spring Creek which passes along the north boundary of the property.
See Drainage and Erosion Control Plan, Appendix A.
The site consist of an existing health care center on 4.976 acres. The
existing site contains approximately 52,500 square feet of building,
53,200 square feet of parking and sidewalks, the remainder being
open space.

d. A new office addition over an existing patio space between the
two main buildings on Lemay Avenue. The height will match the
height of existing buildings and materials will match the
existing building.
Existing mature landscaping provides adequate screening and
buffering for all three additions along Lemay Avenue, and the
visual impact of these additions is not significant.
4. Neighborhood Compatibility
A neighborhood meeting was not held for this request. The proposed
additions are minor, and do not change the use, architectural
character, or established traffic patterns. The existing use is a
relatively quiet, non -disruptive use and the additions, from both
a use and physical appearance standpoint, will be in character with
the existing building.
5. Transportation
No additional traffic will be generated with the proposed additions
and the Transportation Division does not have concerns with the
request.
RECOMMENDATION
Staff finds that the proposed amendments to Springmeadows PUD, meet
the criteria of the All Development Chart of the Land Development
Guidance System. Therefore, staff is recommending approval of
Spring Creek Manor at Springmeadows PUD, Amended Final #1-94.

COMMENTS:
1. Background
The surrounding zoning and land uses are as follows:
N: R-P; single family houses and a gas station
S: R-L; single family houses (Indian Hills)
E: R-P; medical office buildings
W: R-P; condominiums and single family houses (Spring Meadows
PUD)
This property was approved in June of 1972 as the Springmeadows PUD
for a health care center. Because the PUD was approved prior to
March of 1981, the proposed use does not qualify to be reviewed as
a minor administrative change because there is an increase by more
than 5% in the total ground area covered by buildings with the
additions.
2. Land Use
The proposed additions do not change the existing and approved land
use or character of this site as a residential health care center.
3. Design
The amendment request consists of four additions, including:
a. A new therapy room/office with a new entrance and full
'basement for a total of 2,000 sq. ft. of space. This addition
is located at the end of the northwest wing of the building
and will not be visible from either Lemay Avenue or Stuart
Street. There is substantial existing landscaping to provide
a buffer between the proposed addition and existing
condominiums. There is also a fence on the property line.
The addition is proposed to be of similar building materials
and character to the existing building. Two additional
parking spaces will be added to the existing parking area to
alleviate existing parking problems. Sidewalks will be added
to provide pedestrian access to the new addition.
b. The existing ramp and stairs on the east side of the main
building, along Lemay Avenue, will be redone to meet ADA
standards. The building materials will match the existing
building, including adding a brick veneer.
C. A 600 sf addition to the existing dining room on the east side
of the main building, along Lemay Avenue, with a new sidewalk
around the outside. This is a minor addition and building
materials will be compatible with the existing building.

PROJECT DESCRIPTION:
This is a request to amend a final PUD known as Springmeadows PUD.
The request is to add 3,430 sf of building additions to a 74,475 sf
building for the purpose of increasing size of the dining room,
adding office space, and adding a physical therapy room to one of
the wings. The property is located at the northwest corner of E.
Stuart Street and Lemay Avenue. The property is zoned RP, Planned
Residential.

EXECUTIVE SUMMARY:
The applicant proposes to add a total of 3,430 square feet of
building area and 2 parking spaces to an existing 74,475 sf health
care center. The proposed additions are minor in character and for
the purposes of expanding the dining room and adding office space
and a therapy room. An existing ramp will be reconstructed to meet
ADA standards and sidewalks will be added to provide access to the
therapy room. The additions are compatible with the existing use
and surrounding area.
