Additional comments may be forthcoming as the various departments and reviewing agencies continue to review this request. Please be aware of the following dates and deadlines to assure your ability to stay on schedule for the May 22, 1995 Planning and Zoning Board hearing (if possible, depending on resolution of storm drainage concerns): ****************************************************************** Plan revisions are due no later than the end of the working day, May 3, 1995. Please contact me for the number of folded revisions required for each document. PMT-'s, renderings, and 8 folded copies of final revisions (for the Planning and Zoning Board packets) are due by 3:00 p.m. on May 15, 1995. A copy of the comment sheet for water conservation standards for landscaping is attached to this letter. 12. The proposed fence along South Shields Street should be moved to the west side of the 15' wide utility easement (as shown on the Site Plan) to allow for a wider, visually nicer streetscape, thereby avoiding a tunnel effect of fence, sidewalk, and a row of trees all in a 15' wide strip immediately adjacent to the street. 13. There appears to be a discrepancy between the Site Plan and the subdivision plat, which identifies a blanket utility, drainage, and landscaping easement in Tracts D and E. 14. The following comments were received from the City Forester: a. Please add to Plant Note #8: The median in Belleview Drive to be maintained by the Homeowner's Association. b. Native cottonwoods, Plains and Lanceleaf, are preferred over the hybrid Cottonwoods such as Siouxland that are being proposed on the Landscape Plan. 15. A sidewalk connection (a minimum of 6' in width) between the east end of Belleview Drive and South Shields Street should be included. A meandering walk with additional landscaping (preferably evergreen trees) is suggested. 16. Where will the 10' access easement for a pedestrian path connection (in the southwest corner) enter the Ridge development? The dedicated street right-of-way in the Ridge should be identified on the Site and Landscape Plans. If the path is only 6' to 8' wide, what will happen on either side of the path, outside of private lots ... i.e.: treatment, maintenance? 17. Tract G should be identified on the Site Plan. Also, it should be identified, along with the nature of it, on the Landscape Plan. 18. The 3' high berm in the island in Belleview Drive should be labeled as such on the Site Plan. 19. A copy of the comments received from the Stormwater Utility is attached to this letter. There apparently is some doubt as to whether this item. will be able to stay on the May 22, 1995 Planning and Zoning Board agenda due to significant storm drainage concerns. 5. The following comments were received from the Zoning Department: a. Note #13 on the Landscape Plan is not acceptable. The City Code and the Land Development Guidance System require all landscaping in, or a letter of credit, prior to any certificate of occupancy. There is no way to allow 60% of units in any phase prior to installation of landscaping or letter of credit. b. The Zoning Department will not issue a certificate of occupancy until all landscaping in each phase is in, or a letter of credit is provided, even if this note fails to get changed on the Landscape Plan. 6. A copy of the comments received from the Building Inspection Department is attached to this letter. 7. The Mapping/surveying Department has asked that you please show the Point of Beginning on the subdivision plat. 8. The following comments were received from the Light & Power Department: a. Installation of L & P facilities needs to be coordinated with the construction of the box culvert. b. Locations of some water service lines may need to be adjusted to allow for power vaults and streetlights. This must be done prior to construction of the water lines! C. A utility must continue across Tract G along Belleview Drive or Tract G must also be a utility easement. d. Streetlights along South Shields Street are shown on a marked copy of the Landscape Plan that is enclosed with this letter. The street tree locations must be adjusted to provide a minimum of 40' separation between trees and streetlights. 9. A copy of the comments received from the Engineering Department is attached'to this letter. 10. The following comments were received from the Natural Resources Division:. a. They would like to see the proposed native grass mix for the open space areas specified on the Landscape Plan. b. Cottonwoods, or other native riparian tree and shrub species, would be more appropriate for planting along the canal than the proposed Ponderosa Pines. Public Service Company has stated that the subdivision plat needs to dedicate 9' wide utility easements adjacent to street rights -of -way across Tracts A. B, C, and G. A 4" sleeve is needed in the bridge across the Pleasant Valley & Lake Canal for a gas line. 2. A copy of the comments received from U.S. West is attached to this letter. 3. The following comments were received from the Pleasant Valley & Lake Canal Company: a. If the location of the Westbury P.U.D., Filing Two - Final is as indicated on the Vicinity Map, then any effect on the PV & L Canal ditch would only pertain to the Trilby Lateral ..... (Planning Dept.,question - Isn't the Trilby Lateral further to the south, in the Thayer's Cottonwood Ridge development/property? What is the impact?). b. The PV & L Canal Company would have concerns if they intend to realign the ditch and drain water into it ..... (Planning Dept. question - Is there not a proposed realignment of a section of the ditch in the area between Lots 37, 39, 40 and 53.- 55?). 4.
