Transportation: This development will be accessed by one 36' wide local street cul- de-sac that connects to Redwood Street (a designated collector street). The cul-de-sac is 600' in length and serves all 21 lots. There will be attached sidewalks on both sides for the entire length of the street. 5. Storm Drainage: There is a Stormwater Utility easement, for an existing stormwater detention facility, that impacts the rear of Lots 11, 12, and 13. This easement is presently maintained by the property owner. There is a 20' wide drainage ditch easement, for stormwater conveyance, on the rear of Lots 10 and 11 that is presently maintained by property owner. The City Stormwater Utility will eventually assume the maintenance responsibility for these easements. The utility wants the easements to be dedicated to the City as a separate tract of land. Staff is recommending a condition stating that the existing Stormwater Utility easement located on Lots 11, 12, 13 and the 20, wide drainage ditch easement located on Lots 10 and 11 must be dedicated to the City Stormwater Utility, with the final Nokomis Subdivision Plat, as a single tract of land. RECOMMENDATION: This request complies with the requirements set forth in the RMP, Medium Density Planned Residential Zoning District; therefore, staff recommends approval of the Nokomis Subdivision, Preliminary - #8-94, based on the following findings of fact: * The gross residential density for this proposal is 4.6 dwelling units per acre. * All of the 21 single family lots in Nokomis Subdivision are subject to the City's adopted Solar Orientation Ordinance. The number of lots that are in compliance with the ordinance (18 of the total of 21 lots) equals 86%, which exceeds the minimum requirement of 65%. Staff is recommending a condition of preliminary approval for the Nokomis Subdivision stating that: 1. The existing Stormwater Utility easement located on Lots 11, 12, 13 and the 20' wide drainage ditch easement located on Lots 10 and 11 must be dedicated to the City Stormwater Utility, with the final Nokomis Subdivision Plat, as a single tract of land.
