RESPONSE TIS NARRATIVE: The current Hoffman Mill reclaim site is currently used by 3 City departments, Streets,
Forestry and Natural Areas. The site is used to reclaim/recycle asphalt, concrete, brick, trees & shrubs, among other
materials. Trips are made in for deliveries on an irregular basis, as -needed basis and trips out with both private and City
vehicles, taking recycled materials out to be re -used off -site. The trip ends are variable.
Currently fueling trucks are coming to the site for the Re -fueling of the Operations heavy equipment fueling on at least a
once daily trip, regularly more often. With the proposed fueling tank locations (3 tanks total), and with some seasonal
variations, the fueling tanks would be filled on a bi-monthly basis or less, reducing total trip ends by approx. 75% for
fueling (from daily+ of 24# down to 6 or less). This site will not generate additional trips by the 3 City Departments, as
those trip ends are already existing visits to the site, in fact will see significant reductions. The site will be only used by
only those City departments and would not be a public use facility. All other Departmental vehicles generally fuel at other
City fueling sites, ie. Wood Street or at private commercial gas stations, throughout the City. This will drastically reduce
total trip ends by Natural Areas department specifically, as they are located immediately east of the site and currently drive
by this new location. A primary Goal of the City is total Carbon Footprint reduction, which would include vehicle emissions
by trip end reductions, this new fueling site will have only positive impacts to that NET GOAL.

Here is the comment from the MA:
06/28/2018: Traffic Operations has no further comments on the Fuel Site, it sounds like overall trips will actually be reduced and
the site will only be used by City Staff.
In the original Concept Review comments Traffic Operations was looking for more information to determine what level of study
would be needed. At this point a brief narrative for the record describing the anticipated number of (city) vehicles using the facility
compared to the existing trips would be sufficient. Give me a call if you want to discuss further.

color range, and not white? Please make a note on all plans of the colors that
will be used on tanks and light fixture.
A hydrant is required within 300' of the facility. There is an existing hydrant
located at approximately 430' to the west. The preferred option to resolve this
condition will be to connect the two, dead-end water mains and provide a
hydrant within this section. If this approach is not feasible, the fire marshal may
approve the existing condition if the project team can verify that existing
hydrants in the area will provide minimum flow requirements of 1500 gpm at 20
psi residual pressure.
RESPONSE: Looping the existing main is not feasible with this project.

06/18/2018: The sand filter has been sized to capture 8500 sf, which is about
1/3 of the overall site. Water quality is required to be provided for the entire site,
with LID systems required to treat 75% of the site. For small sites like these, we
have accepted the LID system to be located in the bottom of the detention
basin. If there are outfall concerns for the underdrain system, we can either look
at providing a dry well (for the LID only, the gravity outfall you have designed
would still be required to be provided) or if adequate percolation rates can be
shown, elimination of the underdrain can be discussed.
RESPONSE: Please reference the Drainage & Erosion Control Plan delineating the estimated area draining to the sand
filter.

The Forestry Division would benefit immensely if there was a CNG
(Compressed Natural Gas) fuel option at this station, in addition to the gasoline
and 2-diesel options. Our large fleet vehicles (grapple, chipper, bucket trucks)
are CNG only and the plan is to convert the remaining fleet to CNG. Currently
there are only 2 CNG fill stations in the City. Forestry visits Hoffman Mill daily
and would utilize a CNG fill station quite often. Is this feasible?
RESPONSE: The use of CNG was researched but due to the remote access to natural gas, it is not financially feasible to
extend that to the site, at this time.

10/23/2017 - From Errin Henggeler, City Environmental Regulatory Specialist:
the Hoffman Mill Road currently has an industrial stormwater permit for this site,
if fueling is added that would need to be amended. The tanks would need to be
registered with OPS and as proposed would also need a SPCC plan. Any City
owned fuel island would need to meet the same requirements as any

10/23/2017: Per discussion during Conceptual Review meeting on Monday, the
proposal for addition of 3 above ground fuel tanks and potential for 3 more
above ground fuel tanks at the Hoffman Mill Road industrial site has complex
environmental implications. The addition of a re -fueling station may significantly
increase efficiencies in Natural Areas Department and Parks and Recreation
Department operations in relation to vehicle travel distances and times.
Reduced trips may result in fuel use reductions and reduced vehicle emissions,
particularly during crew field season (May to October) and if realized, could
support City air quality AND sustainability efforts; relevant data analysis would
need to be submitted.

07/02/2018: Suggest switching locations of Prunus Americana (PA) American
Plum shown on plans with the Prunus virginiana (PM) Western Chokecherry due
to suckering habit of chokecherry. From a habitat perspective suckering is
good, however, in proposed location may be a constant maintenance challenge.
In not in favor of switching then perhaps replace the chokecherry trees to
another ornamental species on the City Forestry list.
