45. Question: Would it be a problem for the neighbors to work
with the present 8 or so employees to continue to
park on the streets in the neighborhood in lieu of
using this parking lot?
Answer: Most of the time it is OK. There are time, however,
when we cannot park in front of our house.
Answer: The home is due west of the parking lot and the
bedroom window would be approximately 40' to 50'
from the closest parking space.
33. Question: Is there a landscaped area for this center for the
residents to go into and enjoy?
Answer: Yes, there is an interior courtyard for the
residents.
34. Question: Do you have a prediction as to how many more
employees will be needed in the future?
35. Question: If you put up a fence, how high will it be and what
kind of materials will it be made of?
Answer: We do not have an answer to that question tonight.
36. Question: Won't this parking lot require a drainage study due
to the increased impervious?
Answer: Yes, we will have to have one prepared to submit to
the City for review.
37. Question: What is your plan for this parking lot?
Answer: We want to add 11 parking spaces and improve our
driveway to the rear lot.
38. Comment: A parking lot is a parking lot. it will affect our
property values.
39. Comment: This looks like an attempt to improve this real
estate, to the detriment of others.
40. Comment: The old house next to me, regardless of its
condition, was a better use of the lot than a
parking lot.
41. Comment: If we, the neighbors, are not aware of the parking
lot in the rear, then maybe all of the people who
use your facility do not know it is there, either.
Perhaps a sign would be good.
42. Comment: Maybe some of the elderly people who do not walk
well would appreciate and use a paved lot in the
rear.
43. Comment: This site, in its entirety, should be looked at
with this proposal.
44. Comment: I think a follow-up meeting like this would be
beneficial after a more definite layout/design is
prepared.
19. Comment: I hear you say that you have a problem with the
delivery and service trucks entering your facility.
20. Comment: I live at 1719 Whedbee Street and have a problem
with too many cars parked on the street next to my
house.
21. Comment: The existing gymnastics center on East Stuart
Street was approved as a P.U.D., in spite of
neighborhood opposition, and has created parking
problems.
22. Comment: There are problems with the width of the streets in
this area and, with on -street parking, it creates
concerns about emergency access to the area.
23. Comment: In 1957, we, the Columbine Care Center, were
licensed for 130 residents. We have down -sized our
capacity to 102 residents to make it fit better
into the neighborhood.
24. Comment: We, as residents, have two concerns: the impact of
this parking lot on a neighbor to the west; and,
larger issues in the neighborhood.
25. Comment: I have an alternative. I work at the hospital and
while the new parking lots were being constructed
we arranged to use a church parking lot about four
blocks away.
26. Comment: The parking lot layout, as a minimum solution,
should be reversed to lessen the impact on the
adjacent neighbor.
27. Question: Do you have specific plans for the rear lot?
Answer: The use of that lot will remain the same.
28. Question: Why are you ignoring an existing situation and not
dealing with the rear lot?
29. Comment: This feels like a bigger project than just the new
parking lot.
30. Question: What considerations do you have for the neighbors
to the south, adjacent to the existing lot?
31. Comment: You do not appear to be working with what is now
available to you.
32. Question: Where is the existing home to the west and how far
is the bedroom window from the parking lot?
6. Question: What will the parking lot lighting solution be?
Will I have to contend with excessive lighting, air
pollution, and noise next door to me?
7. Question: What are the maximum number of employees that you
have on a shift at any one time?
8. Question: What is the capacity for this home?
Answer: 102 residents.
9. Question: How many residents are there currently living in
the home?
Answer: There are 100 residents.
10. Comment: A graph showing the current parking use in the area
was presented to the attendees by an adjacent
resident.
11. Comment: If the rear parking lot were fully utilized then
the needed curbside parking on the streets would be
available.
12. Comment: We are trying to prove that you already have
adequate parking. To be a good neighbor, if you
were to widen your access drive and provide
landscape buffering, that would be more acceptable.
13. Comment: The rear parking lot should be paved and an
adequate access should be provided.
14. Comment: We are concerned that all of the normal adverse
impacts of a parking lot will occur here.
15. Comment: There is a significant concern about the location
of the parking lot and how it relates to the home
to the west. What kind of screening/buffering will
occur?
16. Question: What are the plans for the delivery and service
trucks that come to this facility?
Answer: They will continue to use the rear lot and
entrance, as they do now.
17. Comment: There have been several close calls that my wife
has had while driving south on Whedbee Street and
encountering the eastbound driveway from the rear
lot.
18. Question: Would you consider just widening your present
access and putting the remainder of the lot into
landscaping?

The potential applicants, Columbine Care Center East, have
expressed an interest in developing a new parking lot on a vacant
lot at 345 Parker Street, just to the west of the existing elder-
care center.
The purpose of this meeting was to introduce representatives for
Columbine Care Center East to the affected property owners and
other potentially affected interests in attendance and enable them
to ask questions about, express their concerns about, or express
their support for the development proposal. The following
questions, concerns, and responses were expressed at the meeting:
1. Question: Will this new parking lot combine with the existing
lot to the rear of the building?
Answer: Yes, it will.
2. Question: What is the parking capacity of the rear lot?
Answer: About 15 parking spaces.
3. Comment: We have a parking problem in the neighborhood now
due to too many unrelated people living in a home.
4. Comment: The parking lot in the rear is not now being fully
utilized. Is this lot actually needed, creating a
"negative" impact on the street and neighborhood?
The access could be made better, but the need for a
parking lot is questionable.
5. Comment: The lot next door to the center could be better
utilized as a buffer, with an adequate landscaped
area.

Planning Objectives - Columbine East Parking Lot
This is a proposed parking lot for 6 cars located on a vacant lot, next to the existing
Columbine Care Center. The lot will be used by the center.
A 24' wide drive provides access from Parker Street to the existing parking area on the
south side of the building.
In addition to existing vegetation, a variety of tree and shrub plantings will be provided.
On the eastern side, a berm with dense evergreens and shrubs will provide screening
from the parking lot to the existing residence to the east.

4. Neighborhood Compatibility:
A neighborhood information meeting was held on November 22, 1993,
with 30 affected property owners or potentially affected interests
in attendance. Concerns centered around the existing parking
situation in the area, both on -site and on -street (neighboring
local streets). There were also concerns about the proposed number
of parking spaces and the apparent deficiency of landscaping and
buffering to the surrounding properties, especially the single
family residence to the west, at 335 Parker Street. The conceptual
plan presented by the applicant at this neighborhood meeting showed
11 parking spaces on -site. A copy of the minutes of this meeting is
attached to this memo.
RECOMMENDATION:
Staff is recommending approval of the Columbine Care Center East
P.U.D. - Preliminary and Final, #12-94, based on the following
finding of fact:
* It meets the applicable All Development Criteria of the
Land Development Guidance System.
* The parking lot will be an accessory use to an existing,
on -going elder -care facility. The additional parking will
improve the existing needs and will not increase traffic
on the neighborhood streets.
* Sufficient landscaping has been provided to screen the
parking from the adjoining residential use.

COMMENTS:
1. Background
The surrounding zoning and land uses are as follows:
N: RL; existing single family residential
S: RL; existing single family residential
E: RH; existing elder care facility (Columbine Care Center)
W: RL; existing single family residential
The property was annexed into the City with the South College
Avenue Consolidated Annexation in April, 1957.
2. Land Use:
This is a request for preliminary/final P.U.D. approval for a 6,375
square foot paved parking area for 6 automobiles on a vacant lot at
345 Parker Street. The lot is directly west of and adjacent to the
existing Columbine Care Center East. It has been evaluated against
the applicable All Development Criteria of the Land Development
Guidance System. The parking lot will be an accessory use to an
existing, on -going elder -care facility.
3. Design•
Landscaping:
Deciduous and evergreen shrubs are being added as foundation
plantings along the exterior of the west wall of the existing
building, and ornamental and evergreen trees will be provided in
the area between the existing building and the new driveway. A 3-
foot high earthen berm, with evergreen trees and deciduous shrubs,
is being placed to provide sufficient buffering from the parking
lot to the residence to the west. Additionally, the parking lot
will be set back 25' from the property line, allowing for a 43'
separation between the residence and the closest parking space. A
planting bed at the south end of the new parking lot will include
numerous deciduous shrubs underneath existing shade trees.
Parking:
This parking lot will provide 6 additional parking spaces to the
existing on -site parking at the rear of the building. These 6
parking spaces will be for visitors to the center. The existing
parking in the rear is designated for employees.
