could enhance the access to the rear of the existing building
at 421 Parker. The existing driveway will have to be torn out
to construct the new parking lot and driveway.
5. This property is in the Spring Creek Storm Drainage Basin and
is subject to the basin fees of $1,.804 per acre, based on the
land use runoff coefficient. The fees can.be reduced if on -
site stormwater detention is provided and approved by the
Stormwater Utility. The proposed development is required to
detain, on -site, the difference between the amount of
impervious area created by the previous house on the property
and the proposed new parking lot. The on -site water detained
should be released into the street. A small drainage report
and erosion control plan must be part of the P.U.D. submittal.

6. Utility plans must be part of the P.U.D. submittal and should
show the removal of the existing driveway, construction of the
new driveway, and the sidewalk location.

formal submittal of this P.U.D. review request. An area of

LAND USE DATA:
Request. for a parking lot for 11 automobiles on a vacant lot
adjacent to the Columbine Care Center. This lot.is zoned RL, Low
Density Residential.
COMMENTS:
1. The existing Columbine Care Center East facility is in the RH,
High Density Residential Zoning District and the vacant lot to
the west, proposed to be a parking lot for the center, is in
the RL, Low Density Residential Zoning District. A parking lot
is not a permitted "use -by -right" in this zoning district;
therefore, the request must be processed and reviewed as a
planned unit development (P.U.D.), with a final decision being
given by the Planning and Zoning Board.
2. The Light & Power Department has indicated that they have an
existing underground vault located in the area of the
northeast corner of this property. The vault appears to be
"safe" from impacts of the proposed parking lot.. Standard
electric development charges will apply to this request and
the charges will be based on the square footage and street
front footage of the proposed development. Alan Rutz is your

3. There are existing water and sanitary sewer services to this
property that will have to be abandoned back to the mains if
they are to serve no purpose after construction of the parking
lot. Please contact Mary Young of the Water/Wastewater
Department for information on the status of these services

Columbine Care Center East, which was presented before the Conceptual Review Team on
October 25, 1993.
This is a request for a parking lot for 11 automobiles on a vacant lot located at 345 Parker
Street. The parking is for the Columbine Care Center next door, at 421 Parker Street.
The comments are offered informally by Staff to assist you in preparing the detailed
components of the project application. Modifications and additions to these comments may be
made at the time of formal review of this project.
