Design The addition will be between the two existing buildings and will connect the main school building and the annex. The exterior materials will match the existing building. The media center addition will be approximately 3' higher than the existing adjacent classroom spaces, which will put the high part of the new roof at approximately 15' above finish grade. The existing gym is 21' above finish grade. The addition occurs on graveled areas. No changes to the existing landscaping are planned. The addition will increase the hard surface on site by approximately 4,800 square feet. A drainage report will be reviewed by the City Stormwater Utility. RECOMMENDATION: In review of the request to add program space and enlarge the media center, at O'Dea Elementary School, Staff finds the following facts to be true: 1. Public Schools are a permitted use in the R-L Zone District. 2. The design of the addition is compatible with the existing structure. 3. There is no significant impact on the surrounding neighborhood. 4. The design, location, and character of the additions are appropriate and meet City plans and policies. Staff, therefore, recommends approval of O'Dea Elementary School, Addition, Site Plan Advisory Review, #14-94. O'Dea Elementary School - Site Plan Advisory Review, #14-94 April 25, 1994 P & Z Meeting Page 2 COMMENTS: 1. Background The surrounding zoning and land uses are as follows: N: R-L; Single Family S: R-L; Single Family E: R-L; Single Family W: R-L; Single Family O'Dea Elementary School was built in the late 1964. It is located on approximately 5.62 acres. It was constructed with 28,000 square feet for grades K through 6. A 10,000 sf annex was constructed in 1986. With this new addition for programs and an enlarged media center the total size will be 44,000 sf. The addition will not change the status as a three track elementary school. 2. City's Right to Advisory Review The City's right to conduct an advisory review of school facilities is found in two sections of the Colorado Revised Statutes: Section 22-32-124, and Section 31-23-209. Under these sections, the Planning and Zoning Board is authorized to make a finding as to the location, character, and extent of the public buildings and structures relative to the adopted Master Plan of the City. 3. Land Use Public schools are a permitted use in the R-L, Low Density Zoning District. The addition of program space for music, art, special education, and flex -space; and the enlargement of the median center are considered to be complementary and compatible with the purpose and function of a public school. 4. Neighborhood Compatibility The addition will be constructed between the two existing buildings. The addition will fit comfortably within the school grounds and not impose upon the adjacent residential areas. As the school will remain a 3 track school, the impacts of traffic and parking will be unchanged. The addition will have a negligible impact on the surrounding area and is, therefore, found to be compatible with the neighborhood. ITEM NO. 11 MEETING DATE 4/25/94 STAFF Kirsten Whetstone PLANNING AND ZONING BOARD J STAFF REPORT PROJECT: O'Dea Elementary School Addition - Site Plan Advisory Review, #14-94 APPLICANT: Poudre R-1 School District c/o Robb, Brenner, and Brelig, Inc 125 South Howes, Suite 880 Fort Collins, CO 80521 OWNER: Poudre R-1 School District 2407 LaPorte Avenue Fort Collins, CO 80521 PROJECT DESCRIPTION: This is a request for a Site Plan Advisory Review to add 6,000 square feet of program space and to expand the media center of the existing 3 track O'Dea Elementary School. The site is located at 312 Princeton Road, east of South College Avenue and north of Drake Road. The site is zoned R-L, Low Density Residential. RECOMMENDATION: Approval EXECUTIVE SUMMARY: The request for this 6,000 sf addition at O'Dea Elementary School has been reviewed by the City in accordance with two state statutes. Public Schools are permitted in the R-L, Low Density Residential Zoning District. The addition is located between the two existing buildings. The addition will increase the amount of hard surface on site by about 4,800 sf. The addition occurs in graveled areas and no changes to the existing landscaping are proposed. There is no significant impact on the surrounding neighborhood and the design is compatible with the existing building.
