RE: Electric Service to Robert Shields 2nd Annexation
Dear Property Owners:
The City of Fort Collins Light and Power Utility has received a copy of the
proposed Robert Shields 2nd Annexation from the Planning Department. Electric
service to the eastern portion of the proposed annexation is currently provided
by Poudre Valley Rural Electric Association (PVREA). The western portion is in
Public Service Company electric service territory. Following annexation, the.
City will assume responsibility for providing electric service to the area. In
most cases, the transfer of service territory will take place within one year of
annexation.
To compensate PVREA for the loss of this territory, state law requires a payment
of service rights fees to PVREA. The fee is equal to 25% of the City's revenue
for electric service to all PVREA customers within the annexation at the time the
service territory is transferred to City Light and Power. A 5% service rights.
fee is applicable to new customers added within PVREA's former territory after
transfer of the electric service within the annexation.. Service rights fees
terminate ten years after the electric customers and facilities are transferred
to the City.
It's important you know that service rights fees will apply to the eastern
portion of this annexation because they are collected from annexed customers
through the City's rates. However, the City's electric charges are among the
lowest in the state. The City's rates will thus help to mitigate the impact of
the service rights fee. This state law does not govern the transfer of that area.
