6. The Parkland Development Fee is $813 per unit payable at the time of building permit
issuance.
The Engineering Department will require the submittal of Utility Plans. A Development
Agreement will be prepared obligating the developer to construct the improvements as
described on the Utility Plans. Work cannot begin on the project until the plat is recorded,
the Utility Plans are approved by the City, and the Development Agreement is signed by
all the parties.
8. The Street Oversizing Fee is $584 per unit, payable at the time of building permit issuance.
9. Please consider an access easement between Lots three and Four for pedestrian access to
the east and for maintenance of the stormwater detention pond.
10. Please indicate that the Nussbaumer M.R.D. is now the Wild West Annexation, zoned R-
L-P, Low Density Planned Residential (upper case - no P.U.D. condition).
11. With the requirements for Utility Plans, Drainage Report, Development Agreement, the
request may not be eligible for a Minor Subdivision process. Since the request is for new
development in a sensitive area, the request may be forwarded to the Planning and Zoning
Board. It is suggested that we further discuss the submittal process.
12. The site is bordered on two sides by large -lot single family homes located in the County.
Based on citizen input regarding Woodland Park P.U.D., the surrounding neighborhood is
very concerned about future development in the area. Therefore, a neighborhood meeting
will be required. For the sake of efficiency, it is suggested that the proposed church on
the Wild West site also be featured at the neighborhood meeting.

ITEM: Robert Shields Subdivision
APPLICANT: Mr. Robert Shields and Ilene Shields c/o Eldon Ward, Cityscape Urban
Design, 3555 Stanford Road, Suite 105, Fort Collins, CO. 80525.
LAND USE DATA:
Request for a six lot subdivision on approximately six acres located east of County Road #9,
north of Hewlett-Packard, east of Woodland Park P.U.D.
COMMENTS:
1. Electrical power will be supplied through Woodland Park P.U.D. There will be problems
if the requested subdivision develops out of sequence with Woodland Park. The deep lots
with the potential of large front setbacks will be charged more due to the length of
electrical service to the house. For further information, please call Janet McTague, 221-
6700.
2. A water main is available to serve the site on the eastern part of Woodland Park P.U.D.
As with electrical service, the deep lots will require special consideration. Water service
curb boxes and meter pits will be required to be placed out in front by the right-of-way.
3. The available sanitary sewer is very shallow. These six lots will require sewage ejection
pumps since there may not be sufficient gravity flow. A shallow sewer may require special
treatment for insulation and backfill and compaction. For further information regarding

4. It appears that Lots 2 and 5 may require automatic fire sprinkler systems. Such systems
must be installed in accordance with the specifications (separate services, backflow
preventers) of the Water Department and the Poudre Fire Authority. Please contact
Roger Frasco, Poudre Fire Authority, 221-6570 for further details.
5. A straight subdivision will still require the submittal of a Drainage Report, Drainage and
Grading Plan, and Erosion Control Plan. Obviously, the drainage and grading of the six
lots should be compatible with the design for Woodland Park P.U.D. Drainage easements
may be necessary if the detention pond is located outside the limits of the six lot
