PLAY AMA __ ITEM: MOORE ELEMENTARY 6 Wrth NUMBER: 15-94 Moore Elementary School - Site Plan Advisory Review, #15-94 April 25, 1994 P & Z Meeting Page 3 5. Desicin The addition will be between the two existing buildings and will connect the main school building and the annex. A portion of the addition will be attached to the south side of the annex building. The exterior materials will match the existing building. The addition will not exceed the height of the existing building. A PTO project will provide design and installation of landscaping in the courtyard area between the new and existing building and in the front of the new building. This work would occur in late summer. RECOMMENDATION: In review of the request to add program space and relocate the administrative space and clinic, at Moore Elementary School, Staff finds the following facts to be true: 1. Public Schools are a permitted use in the R-L Zone District. 2. The design of the addition is compatible with the existing structure. 3. There is no significant impact on the surrounding neighborhood. 4. The design, location, and character of the additions are appropriate and meet City plans and policies. Staff, therefore, recommends approval of Moore Elementary School, Addition, Site Plan Advisory Review, #15-94. Moore Elementary School - Site Plan Advisory Review, #15-94 April 25, 1994 P & Z Meeting Page 2 COMMENTS: 1. Background The surrounding zoning and land uses are as follows: N: R-L; Single Family S: R-L; Single Family E: R-L; Single Family W: R-L; Single Family Moore Elementary School was built in the late 1956. It is located on approximately 8.77 acres. It was constructed with 29,000 square feet for grades K through 6. An 11,400 sf annex was constructed in 1987. With this new addition for program and administration space the total size will be 48,500 sf. The addition will not change the status as a three track elementary school. 2. City's Right to Advisory Review The City's right to conduct an advisory review of school facilities is found in two sections of the Colorado Revised Statutes: Section 22-32-124, and Section 31-23-209. Under these sections, the Planning and Zoning Board is authorized to make a finding as to the location, character, and extent of the public buildings and structures relative to the adopted Master Plan of the City. 3. Land Use Public schools are a permitted use in the R-L, Low Density Zoning District. The addition of program space for music, art, special education, and flex -space; and the relocation and enlargement of the administrative area and clinic are considered to be complementary and compatible with the purpose and function of a public school. 4. Neighborhood Compatibility The addition will be constructed between the two existing buildings and on the southside of the annex. The addition will fit comfortably within the school grounds and not impose upon the adjacent residential areas. As the school will remain a 3 track school, the impacts of traffic and parking will be unchanged. The addition will have a negligible impact on the surrounding area and is, therefore, found to be compatible with the neighborhood. ITEM NO. 12 MEETING DATE 4/25/94 STAFF Kirsten Whetstone City of Fort Collins PLANNING AND ZONING BOARD STAFF REPORT PROJECT: Moore Elementary School Addition - Site Plan Advisory Review, #15-94 APPLICANT: Poudre R-1 School District c/o Robb, Brenner, and Brelig, Inc 125 South Howes, Suite 880 Fort Collins, CO 80521 OWNER: Poudre R-1 School District 2407 LaPorte Avenue Fort Collins, CO 80521 PROJECT DESCRIPTION: This is a request for a Site Plan Advisory Review to add 8,100 square feet of program space and to relocate and enlarge administrative area of the existing 3 track Moore Elementary School. The site is located at 1905 Orchard Place, east of South Taft Hill Road and south of Mulberry Street. The site is zoned R- L, Low Density Residential. RECOMMENDATION: Approval EXECUTIVE SUMMARY: The request for this 8,100 sf addition at Moore Elementary School has been reviewed by the City in accordance with two state statutes. Public Schools are permitted in the R-L, Low Density Residential Zoning District. As part of the construction, all of the existing asphalt paving between the main building and the annex will be removed. There will be no increase in the amount of hard surface. New landscaping will be added between the buildings and on the front of the new addition. There is no significant impact on the surrounding neighborhood and the design is compatible with the existing building.
